On April 22, Wang Xiaohui, executive vice minister of the Propaganda Department of the CPC Central Committee, succeeded Peng Qinghua as secretary of the Sichuan Provincial Party Committee.
The CCP’s official media reported on April 22 that the Central Committee of the Communist Party of China recently decided that Wang Xiaohui would serve as a member, standing member and secretary of the Sichuan Provincial Party Committee, and Peng Qinghua would no longer serve as the Sichuan Provincial Party Committee Secretary, Standing Committee and member. In addition, Ni Yuefeng served as a member, standing member and secretary of the Hebei Provincial Party Committee, and Wang Dongfeng no longer served as the secretary, standing member and member of the Hebei Provincial Party Committee.
65-year-old Peng Qinghua, who had worked in the Central Propaganda Department for a long time, was accused of being the confidant of Zeng Qinghong, the second-ranking figure in the Jiang faction. Zeng Qinghong was appointed vice-chairman of the Communist Party of China in March 2003 and was in charge of Hong Kong and Macau affairs. At the end of the same year, Peng Qinghua entered the Hong Kong Liaison Office as deputy director, and took over as director in 2009 until the 18th National Congress of the Communist Party of China in 2012.
Peng Qinghua succeeded Guo Shengkun as secretary of the CPC Guangxi in December 2012, and became secretary of the Sichuan Provincial Party Committee after the 19th National Congress of the Communist Party of China. In April 2022, Peng Qinghua served as the director of the Standing Committee of the Sichuan Provincial People’s Congress and secretary of the party group.
Guo Shengkun is considered an important chess piece after Zhou Yongkang, who was placed beside Xi Jinping by Zeng Qinghong.
Sichuan and Chengdu were once the interests of the Jiang faction. Zhou Yongkang, a close associate of Jiang Zemin, served as secretary of the Sichuan Provincial Committee of the Communist Party of China from 1999 to 2002. He cultivated the “Sichuan Gang” and promoted a large number of his cronies.
After the 18th National Congress of the Communist Party of China, the Xi authorities carried out a major purge of officialdom in Sichuan, and a large number of officials were sacked, including Zhou Yongkang’s cronies Li Chuncheng, Guo Yongxiang, Li Chongxi, Tan Li, Wei Hong, Li Chengyun, etc.
The 60-year-old Wang Xiaohui has been working in the Propaganda Department of the Communist Party of China for a long time. He has served as the director of the Public Opinion Information Bureau, the director of the Theory Bureau, and the deputy secretary-general of the Central Propaganda Department.
In 2014, Wang Xiaohui also served as the deputy director of the Central Policy Research Office, and in 2017, he served as the executive deputy director of the Central Policy Research Office. After the 19th National Congress of the Communist Party of China, he served as the executive deputy director of the Central Propaganda Department and the director of the State Film Bureau.
Wang Dongfeng, 64 years old, has been the deputy secretary of the Tianjin Municipal Party Committee, acting mayor and mayor since April 2013; since October 2017, he has served as the secretary of the Hebei Provincial Party Committee and the chairman of the Standing Committee of the Provincial People’s Congress; in April 2022, he has been appointed as Hebei Province Chairman of the Standing Committee of the National People’s Congress.
Ni Yuefeng, 58, has served in the State Oceanic Administration of the Communist Party of China and the National People’s Congress for a long time. Since 2011, he has served as the deputy governor of Fujian and the secretary of the Provincial Disciplinary Commission. Since October 2016, he has served as the secretary of the Fuzhou Municipal Party Committee and the deputy secretary of the Provincial Party Committee.
In June 2017, Ni Yuefeng was transferred to the Party Secretary and Deputy Director of the General Administration of Customs of the Communist Party of China. At the 19th National Congress of the Communist Party of China, Ni Yuefeng was elected as a member of the 19th Central Committee.
