As announced at the Municipal Council for Disaster Risk Management of Yopal, held on February 19 of this year, Mayor Marco Tulio Ruíz Riaño issued Decree 032 of February 23, 2024, by which it is declared the public calamity in the Municipality, due to the imminent risk of possible collapse of the drinking water treatment system of the municipality of Yopal.
The objective of the measure is to implement actions to plan and determine the institutional response, as well as the recovery and rehabilitation of areas at risk and/or potentially affected.
The Public Calamity situation will be in force for 6 months, extendable for the same period, after evaluation of the specific Action Plan for recovery and rehabilitation that is prepared in compliance with this Decree, and with the favorable opinion of the Municipal Disaster Risk Council. from Yopal.
In application of Law 1523 of 2012, the Municipal Council for Disaster Risk Management of Yopal will coordinate the execution of the Specific Action Plan for the response and recovery of the infrastructure of the aqueduct system of the urban area of the municipality, which is is at risk due to left lateral scour of the Cravo Sur River.
This plan must be fulfilled by all public or private entities that contribute to its execution, within the deadlines established in this Decree and its modifications. Likewise, the preparation of the Specific Action Plan will be in charge of the Yopal Aqueduct, Sewer and Cleaning Company – ESP -EAAAY, with the support of the Yopal Infrastructure Secretariat. The monitoring and evaluation of the plan will be in charge of the Yopal Planning Secretariat, the results of which will be reported to the National Unit for Disaster Risk Management.
Public and private entities of the National Disaster Risk Management System must participate in the execution of actions to solve the public calamity situation, in accordance with their nature and powers.
Consequently, from the declaration of public calamity, the Special Regime for Situations of Public Calamity, established in Law 1523 of 2012, will be applied within the framework of the Specific Action Plan that is adopted.
It should be noted that the minutes of Extraordinary Session No. 01 of February 19, 2024 of the Yopal Municipal Disaster Risk Management Council, and the technical reports presented by the Yopal Aqueduct, Sewer and Cleaning Company – ESP EAAAY., They form an integral part of this decree.
