Leaving aside a little of the noise that social networks usually cause, it is necessary to understand the challenges involved in being an active member of the public administration, the public administration It is the set of organs and activities of the State that serve to satisfy collective needs, however, despite the fact that the political constitution of 1991 turns 33 this year, it seems that the objectives and principles that govern the administration have no place in our municipality or Department. .
The administration is an element of the State that is responsible for correctly and transparently managing the use of resources, acting under the orders of the executive branch (Mayor-Government). It is made up of entities and people financed with resources from the government budget.
This element called administration is developed subject to article 2 of the political constitution of Colombia, which establishes:

The essential purposes of the State are: to serve the community, promote general prosperity and guarantee the effectiveness of the principles, rights and duties enshrined in the Constitution; facilitate the participation of everyone in the decisions that affect them and in the economic, political, administrative and cultural life of the Nation; defend national independence, maintain territorial integrity and ensure peaceful coexistence and the validity of a just order. The authorities of the Republic are established to protect all people residing in Colombia, in their life, honor, property, beliefs, and other rights and freedoms, and to ensure compliance with the social duties of the State and individuals. If we think administratively about the institutionality in the municipality of Quibdó and many others in the Department of Chocó, we could show that, in the last twenty-five years, we have not evidenced an institutional change, which is supposed to occur after years of coexistence with certain rules. that were considered inappropriate or inadequate for the time in which we lived, however, each electoral period we experience changes in governments.
It is important to begin to strengthen institutions in the Department and in the municipality of Quibdó in order to ensure that both people and institutions comply with the provisions and the desired effect of the regulations is given. This effect must be the one that best suits the general interest.
Currently we have Dependencies within the administration whose objective and purpose are unknown, it is necessary to remember that the budget, its destination, as well as the different pronouncements made from the institutionality are of a publicthat is, what is done with them should not be a secret.
The institutional framework must be at the service of the common good and if it is necessary to include modifications, it must be adopted in a logical and rational manner to such an extent that it allows decisions to be made, identifying their pros and cons. That is, institutionality is the means and not the end.
The political and social must be gained from the conviction about the benefits of change, with the strength provided by reason and the forcefulness provided by good arguments in favor of the goal being pursued.
Renewing the institutional framework requires having the capacity to adopt it and implement it. It is not only having the competence granted by law, but also the support of those who make governance possible, including political and social forces. If these are not available, institutional change and governance risk losing legitimacy.
