Today, it must be said, rural is more than agriculture and also includes habitat, health, tourism, provision of environmental and economic goods and services to cities; nature, culture, traditions, food. But equally precariousness, invisibility, gap, informality and illicit economies.

Today rurality is not isolated or isolated. The urban and the rural are interconnected, they are interdependent through links, but public policy continues to imagine them as discontinuous and even contradictory spaces. The mistake is to conceive them in their design and implementation, separately, as two different shores and the worst, with a bias that tilts the balance of resources towards the urban, perpetuating and widening the socio-economic gap between the two.
