The law proposal of the deputy of Leu Erasmo Palazzotto provides for “the faculty of the Customs and Monopolies Agency to grant the license for the cultivation and retail sale of derivatives, the modalities of which are established by decree of the Minister of Economy and Finance”. The decree determines annually “the species of cultivable quality and the relative quantities and establishes the transfer price, the retail price, the level of excise duties, as well as the level of the premium for retail sale”.
