In 2021, staff from the Kunming rescue station and the Xishan District Civil Affairs Bureau found him during street inspections. He has been sleeping rough on the streets for more than 10 years, with no ID and no friends. “I want to have a normal life. The staff told me not to worry. They taught me how to work and how to integrate into society,” he said. After checking into the rescue station, the staff took care of Kan Yong carefully. During this period, the Civil Affairs Bureau of Xishan District helped him apply for an ID card and apply for a minimum living allowance, which ensured his subsequent life. After he walked out of the rescue station, the Xishan District Civil Affairs Bureau helped him find a rental house, giving him a place to shelter from the wind and rain. The staff also taught him to use his mobile phone and took him to participate in community volunteer work. Now, after training, Kan Yong has become a volunteer of the Xishan District Civil Affairs Bureau from a recipient. Every Tuesday and four nights, he will participate in night training to help more homeless people living in the rough.
