[Epoch Times, May 28, 2022]On the eve of the 20th National Congress of the Communist Party of China, news of high-level personnel changes and adjustments were frequently reported in the officialdom of the Communist Party of China. There are reports that recently, there will be another wave of personnel changes in the CCP’s officialdom.

Hong Kong’s Ming Pao reported on May 28, citing sources in Beijing, that Xi Jinping’s cronie, Wang Xiaohong (65), who is currently the party secretary of the Ministry of Public Security of the Communist Party of China, will succeed Zhao Kezhi, 69, as the minister of public security.

In addition, it is rumored that there will be major adjustments at the top of the CCP’s propaganda system.

The above-mentioned report said that Li Shulei, former director of Xi Jinping’s former department and executive vice-president of the Party School of the Central Committee of the Communist Party of China (National School of Governance), will serve as executive vice-minister of the Central Propaganda Department.

In April this year, Wang Xiaohui, the former executive vice-minister of the Propaganda Department of the CPC Central Committee, was transferred to be the secretary of the Sichuan Provincial Party Committee.

“Ming Pao” reported that the position of executive vice president (dean) of the Central Party School (National School of Administration) was held by Xu Lin, deputy director of the Propaganda Department of the Central Committee of the Communist Party of China and director of the State Council Information Office, and the vacancy was held by the deputy director of the Office of the Central Foreign Affairs Commission. Liu Jianchao took over.

However, Hong Kong’s “Sing Tao Daily” reported a different version on the 28th. According to the report, Xu Lin will succeed Nie Chenxi as the director of the State Administration of Radio and Television, and the current director Nie Chenxi is about to reach the retirement age of 65.

According to reports, Fu Hua, the editor-in-chief of the CCP’s Xinhua News Agency, will be promoted to president, succeeding He Ping, who is already chairman of the China Journalists Association. Fu Hua served as the president of Beijing Daily, editor-in-chief of Economic Daily, member of the Standing Committee of the Guangdong Provincial Party Committee and Minister of Propaganda, and Deputy Minister of the Propaganda Department of the Central Committee of the Communist Party of China.

According to a report by the South China Morning Post on May 26, Le Yucheng (58), the vice minister of foreign affairs of the Communist Party of China, will be appointed as the director of the State Administration of Radio, Film and Television of the Communist Party of China, and will be promoted to a minister-level official. However, “Sing Tao Daily” reported that Le Yucheng was the deputy director of the State Administration of Radio, Film and Television and was still at the deputy minister level.

The latter report also believes that Le Yucheng is the first-ranked vice minister of the Chinese Foreign Ministry and the only alternate member of the Central Committee of the Communist Party of China among the vice foreign ministers. This external transfer means that Le Yucheng has missed the position of foreign minister, and it is not clear why he has faded out of the diplomatic circle.

However, the news of the above-mentioned high-level personnel changes has not been officially announced by the Chinese Communist Party.

On the evening of May 28, CCP state media reported that 61-year-old Zhang Gong, director of the State Administration for Market Regulation of the Communist Party of China, was appointed as a member, standing committee and deputy secretary of the Tianjin Municipal Party Committee.

According to the “China Organization and Personnel News” report, on May 23, the Organization Department of the Central Committee of the Communist Party of China organized a video symposium on cadre education and training. Peng Jinhui, Vice Minister of the Organization Department of the CPC Central Committee, attended the meeting and delivered a speech. This also means that Peng Jinhui, former member of the Standing Committee of the Chongqing Municipal Party Committee and head of the Organization Department, has been appointed as the Deputy Minister of the Organization Department of the CPC Central Committee.

In addition, the top personnel of the Ministry of Public Security of the Communist Party of China has undergone continuous changes. Following the transfer of former Deputy Minister Lin Rui to Deputy Secretary-General of the Central Political and Legal Committee, on May 25, Qi Yanjun, Director of the Beijing Municipal Public Security Bureau, has also served as Deputy Minister of the Ministry of Public Security.

During the same period, the ministers of public security in many provinces were transferred across provinces. For example, Dong Jialu, deputy mayor of Tianjin and director of the Municipal Public Security Bureau, was transferred to the vice governor of Guizhou Province; Li Jianzhong, the former vice governor of Anhui Province and director of the Public Security Department, has gone to Hunan Province to assume his new position; the former vice governor of Hebei Province and secretary of the Party Committee of the Public Security Department , Director Liu Kai has been appointed as the Vice Governor of Jilin Province; Xu Xianhui, former Vice Governor of Hunan Province and Director of the Provincial Public Security Department, has been appointed as the Vice Chairman of the Autonomous Region, and so on.

In addition, the Ministry of Public Security of the Communist Party of China has recently made frequent efforts to clear up the “Sun Lijun political gang”. Official reports indicated that Fu Zhenghua also participated in Sun Lijun’s political gang. Other members of the gang include Wang Like, the former secretary of the Jiangsu Political and Legal Committee, Gong Daoan, the former Shanghai Public Security Director, Deng Huilin, the former Chongqing Public Security Director, and Liu Xinyun, the former Shanxi Public Security Director.

Current affairs commentator Yue Shan said that the Beijing authorities are increasing the control of central power and continue to disperse the distribution of local forces by taking advantage of the change of power in the provinces before the 20th National Congress of the Communist Party of China. But in reality, after many years of repeated inter-provincial appointments and central airborne, and there are also superiors in this province, a situation of staggered forces has formed in various places.
