The Comptroller General of the Republic is investigating the mayor of Orocué, Anderson Bernal Tello, within a fiscal responsibility process for alleged irregularities in a rural housing program, carried out during his previous mandate.

According to the order opening the process, everything originated within an audit carried out by the entity in 2022 to the project that built the second phase of the peasant housing program of the municipality of Orocué, in which the alleged existence of damage to the public assets, for the execution of the project.

The total project was developed for a value of $2,727 million pesos, and the alleged fiscal damage is $991 million pesos, which is why the fiscal responsibility process was opened involving the current mayor Anderson Salvador Bernal Tello and other people, including also former mayor Monchy Yobanny Moreno Gualdrón.

Among the multiple inconsistencies that were found in the aforementioned rural housing program developed during the first term of Mayor Anderson Bernal Tello, subsidies were provided to people who did not meet all the requirements to be beneficiaries, such as the Sisbén certificate. which was an essential document or requirement to apply and be a recipient of the subsidy, as established in paragraph 8 of Municipal Decree 10 of 2018, which stipulates the requirements to access housing programs.

It was also found that in 29 of the 60 beneficiaries, their Sisbén certificate does not meet the required seniority date or entry date of the person or their family unit. “… going beyond what is established in Decree 010 of February 28, 2018 in article 16 paragraph 8 that provides “SISBÉN Certificate, which must contain date of entry into the system, greater than five (5) years, score , level of formation of the family nucleus”, reads the order opening the process by the Comptroller General of the Republic Departmental Management of Casanare.

Poor quality materials

The audit report also found that in some of the homes built with the subsidies granted, poor quality materials or technical deficiencies were used in the construction, finding that it was not built as contracted but in a different way.

It was also found that some of the homes given to people who did not meet the requirements were uninhabited at the time of the visit by the control entity, and another was locked up. It is questioned by the Comptroller General of the Republic that the Mayor’s Office of Orocué did not initiate actions to restore these subsidies delivered irregularly.

As if that were not enough, one of these subsidies was granted to the person who, at the time of the events, was the legal representative of the company hired to supervise the construction of the subsidies. That is, a subsidy was given to the contractor of the contract.

The Comptroller General of the Republic also reproaches that the municipality transferred the resources to the builder of the housing subsidies without any type of policy that protected the proper management of the resources, “and without there being a legal transaction that would allow the entity territorial claim to the contractor for aspects such as the stability of the built work and its quality.”

As a precautionary measure within the investigation into the fiscal responsibility process, the Departmental Management of the Comptroller General of the Republic ordered a search for the assets of the officials involved, to activate precautionary measures such as seizures, “to guarantee payment of the probable fiscal damage.” ”.
