Press Conference Unveils Draft Regulations for Ecological Civilization Construction in Guangxi Zhuang Autonomous Region
The second session of the 14th National People’s Congress of the Guangxi Zhuang Autonomous Region held a press conference at the Guangxi People’s Hall on January 23. The focus of the conference was the “Regulations on Promoting Ecological Civilization Construction in the Guangxi Zhuang Autonomous Region (Draft).” The Legislative Affairs Committee of the Autonomous Region People’s Congress and the Standing Committee of the Autonomous Region People’s Congress, as well as the heads of the Working Committee and the Autonomous Region Development and Reform Commission, provided an in-depth explanation of the draft regulations and answered questions from reporters.
According to the reports from the conference, the draft regulations aim to prioritize the maintenance of ecological security in the construction of ecological civilization. Key provisions include the promotion of national park construction, improvement of natural reserve systems with national parks as the main body, establishment of a coordination mechanism for the prevention and control of alien species invasion, and biodiversity protection. Additionally, the regulations emphasize land greening, ecological restoration of farmland, comprehensive management of soil erosion and rocky desertification, and wetland protection and restoration.
The draft regulations also address mining activities, with provisions for promoting the construction of green mines and the restoration of abandoned mines, as well as prohibiting indiscriminate mining and excavation that encroach on and damage mountain areas. Furthermore, the regulations stress the comprehensive management of key watersheds, supervision of groundwater resources, and protection of coastal zones to maintain the authenticity and completeness of the region’s ecology.
In an effort to reduce plastic waste, the draft regulations encourage catering and accommodation service operators to minimize the use of disposable items and promote the use of environmentally friendly alternatives such as cloth bags and paper bags.
Another significant aspect of the draft regulations is the promotion of new energy vehicles, with a focus on increasing their use in urban public transportation, rental, logistics, and sanitation cleaning services. The regulations also call for the development of supporting infrastructure for new energy transportation.
The unveiling of these draft regulations demonstrates a commitment to promoting environmental protection and sustainable development in the Guangxi Zhuang Autonomous Region. As the legislative process unfolds, it is expected that these regulations will play a crucial role in guiding the region’s efforts towards ecological civilization construction.
