There was no warning before the arrest of transferring large assets abroad
Yang Yiwen became the eighth secretary of the Hunan Municipal Party Committee to be investigated since the 18th National Congress of the Communist Party of China. Before him, Zhang Wenxiong, former member of the Hunan Provincial Party Committee and former secretary of the Hengyang Municipal Party Committee, Li Yilong, former secretary of the Hengyang Municipal Party Committee, and Tong Mingqian, former secretary of the Hengyang Municipal Party Committee, were investigated. The closest to Yang Yiwen is his old partner Li Jianguo, former secretary of the Loudi Municipal Party Committee, or Yang Yiwen’s predecessor. In 2016, Li Jianguo was promoted from the mayor of Loudi to the secretary of the municipal party committee, and Yang Yiwen was transferred from the secretary of the Changsha county party committee to the mayor of Loudi.
Yang Yiwen was also the first municipal party secretary in Hunan to be investigated since the 18th National Congress of the Communist Party of China. In fact, less than a month ago, Yang Yiwen also made an appearance in several Hunan provincial-level media reports about the change of Changde in a clean and upright manner. An official from Changsha County told a reporter from China Economic Weekly that in the field of land, “Yang Yiwen has tried his best, and several projects are suspected of illegal operations.”

On October 22 this year, Fan Xinguo, vice chairman of the Changsha County CPPCC, was investigated for serious violations of discipline and law. Also investigated with Fan Xinguo was Zhu Hongliang, director of the Changsha County Real Estate Trading Center. It is worth mentioning that although Changsha County is under the jurisdiction of Changsha City, Hunan Province, the two persons mentioned above were appointed by the Hunan Provincial Commission for Discipline Inspection and Supervision by the Loudi Municipal Commission for Discipline Inspection to conduct disciplinary review and supervision and investigation. The investigation and handling in different places, and the investigation and handling beyond the specifications, shows that the problems involved are more complicated.
The public resume shows that from February 2009 to March 2019, Fan Xinguo successively served as deputy secretary, party secretary, and director of the Changsha County Land and Resources Bureau. Lin Zhengqing told China Economic Weekly that one of the clues that Yang Yiwen was investigated was that Zhou, the general manager of a state-owned enterprise in Hunan, illegally loaned out corporate qualifications, and Zhou’s younger brother matched it, and Hunan called it a “basket.” After his brother was investigated, his brother-in-law Pi was brought out. “Brothers of Zha Zhou have nothing to do with Yang Yiwen. Pi’s company is involved in hotel management, construction of environmentally friendly wooden houses and villas, development of agricultural and sideline products, and development of tourism and cultural products. In March 2016, Yang Yiwen was promoted to Deputy Secretary of the Loudi Municipal Party Committee and Mayor. For the new mayor Yang Yiwen, the cadres and masses of Loudi were full of expectations at first, but they were soon replaced by disappointment. A Loudi native said that when Li Jianguo, the former secretary of the Municipal Party Committee, was in Loudi, Yang Yiwen could not be the master of some things; some were tacitly divided by the two sides, and each made its own money. For example, in the “white to black” project of Loudi urban roads, both of them intervened. The reconstruction of the traffic signal facilities in Loudi urban area, amounting to more than 40 million yuan, was arranged to the boss appointed by Yang Yiwen without bidding.
On August 28, 2021, three officials from Loudi were investigated together. The Hunan Provincial Commission for Discipline Inspection announced: Liu Mingqing, a senior police chief of the Loudi Municipal Public Security Bureau, accepts disciplinary review and supervision and investigation by the Changsha Municipal Commission for Discipline Inspection. Like Fan Xinguo and Zhu Hongliang in Changsha County, he also enjoys the “treatment” of investigating and prosecuting in different places. During Yang Yiwen’s tenure in Loudi, Liu Mingqing was promoted from the deputy head of Louxing District of Loudi City and Director of the Louxing Branch of the Municipal Public Security Bureau to Member of the Party Committee and Deputy Director of the Loudi Public Security Bureau. Also investigated on the same day was Zhang Lulin, the former deputy director of the Standing Committee of the People’s Congress of Xinhua County, Loudi City. It was also the Supervisory Committee of the Discipline Inspection Commission of Changsha City who took him away. From November 2016 to February 2021, Zhang Lulin served as a member and deputy director of the Party Group of the Standing Committee of the Xinhua County People’s Congress.

In June 1995, Yang Yiwen was promoted to deputy secretary of the Changsha Municipal Committee of the Communist Youth League.
