Eurovision 2023: who votes in the final?

In the Grand Final both the vote of the national jurors counts as a dead heat (50% and 50%). (a jury of experts made up of 5 people for each country) and public televoting. The rule is that no country can vote for itself. This means that the Italian public will not be able to vote for Marco Mengoni and that the Italian national jurors will not be able to award the canonical 12 points to Italy.
