In order to help enterprises in the jurisdiction to take the “Regional Comprehensive Economic Partnership Agreement” (RCEP) express, Hailar Customs, a subsidiary of Manzhouli Customs, is actively preparing for the implementation of RCEP rules of origin.
It is reported that starting from January 1, 2022, RCEP will take effect for the six ASEAN member states of Brunei, Cambodia, Laos, Singapore, Thailand, and Vietnam and the four non-ASEAN member states of China, Japan, New Zealand and Australia. After the agreement takes effect, the tariffs on goods trade in the region will be reduced to zero immediately or gradually, and eventually more than 90% of goods trade in the region will achieve zero tariffs. This will greatly promote the regional enlargement of the industrial chain and the agglomeration effect of the supply chain, and realize the link and upgrade of production capacity between Chinese enterprises and countries in the region. In addition, enterprises can issue certificates of origin on their own after approval by the customs, and do not need to apply for certificates of origin from the customs. The efficiency of customs clearance will be further improved and the time for customs clearance will be further reduced.
With the help of platforms such as “single window” and “Internet + customs”, the customs leverages the advantages of “smart verification + self-service printing” visa convenience measures, which greatly facilitates enterprises to handle origin business. At the same time, it has actively carried out policy publicity and interpretation. Since October, it has organized 4 online and offline special lectures and trainings, covering 90% of the export enterprises in the jurisdiction, helping enterprises to enjoy the RCEP tariff reduction policy dividend.
According to Hailar Customs statistics, from January to November, the customs issued 796 export certificates of origin for goods exported to RCEP member countries, involving a value of 637 million yuan, an increase of 23.43% year-on-year, and reducing or exempting enterprises from tariffs of about 12.745 million yuan.
