BRUSSELS – “The images of dead children on the beaches of Libya are unacceptable,” says Mario Draghi. The premier recalls the dramatic frames of the children drowned in Zuwara, at the end of a European Council that shows all the continental resistance towards an organic reform of the immigration dossier. Of course, “France and Germany are aware of the problem”. But the feeling is that by June – and only in the best of hypotheses – an intergovernmental pact will be reached which guarantees the division of migrants among some of the member countries.
