Putin’s twinning, money from Russian cities for reconstruction

The idea comes from Vladimir Putin himself: twinning between Russian regions and Ukrainian cities under the control of the Russian army, in fact a “patronage” to finance the reconstruction and swell the ranks of the new administrations loyal to the Kremlin. A system already in place under the USSR when it was up to companies and collective farms, kolkhozes and sovchozs, to sponsor nurseries and retirement homes.
