It is reported that the new mechanism of the taskbar is an intentional design of Microsoft, which provides a more modern experience, but also has more restrictions. Microsoft confirmed in the feedback center that “drag a file to an application in the taskbar to open it in that application” is not a supported scenario.

However, according to the latest report, Microsoft is currently listening to feedback, and the taskbar feature is expected to return in the Windows 11 22H2 version (updated in October 2022).
