ROME – Surprise: from Monday 21 March all motor vehicles, motor vehicles and trailers registered abroad that circulate in Italy must be registered with REVE, the Public Register of Foreign Vehicles.

Foreign citizens who also obtain Italian residence will necessarily have to register in Italy the vehicles owned by them already registered abroad within 3 months of obtaining the residence itself. Foreign citizens residing abroad, on the other hand, will be able to circulate in Italy with vehicles with foreign license plates, but for a maximum of one year. Finally, drivers resident in Italy but not owners of the vehicles (e.g. tenants, leasing or rental, borrowers, etc.), must bring on board the vehicle (in addition to the foreign traffic document) a document of certain date – signed by the holder of the vehicle – showing for what capacity and for how long they will use the vehicle they drive.

Here are the motorists obliged to register their car with the REVE:

1) Citizens (Italian or foreign) residing in Italy, who, for various reasons, have vehicles in the name of natural or legal persons with residence / headquarters in a foreign country for a period exceeding 30 days, even if not continuous, in the calendar year. The use must be proven by a document of certain date (eg rental agreement, leasing, loan etc.) on which the duration of use must also be indicated. The obligation is borne by those who use the vehicle.

2) Vehicles, registered abroad, owned by subordinate workers who carry out their work at a company based in a state bordering / neighboring Italy, or self-employed workers who have the headquarters of their professional activity at one Neighboring / neighboring state (so-called “frontier”). Registration must be made within 60 days from the date of purchase of the vehicle ownership. The obligation is borne by the holder of the vehicle.

On the other hand, they are not obliged to register the foreign vehicle with the Reve:

1) Citizens residing in the municipality of Campione d’Italia;

2) Civilian and military personnel employed by public administrations serving abroad;

3) The personnel of the Armed Forces and police on duty abroad at international organizations or military bases;

4) Family members living abroad of the personnel indicated in points 2 and 3;

5) Drivers, residing in Italy for over sixty days, who drive vehicles, registered in the Republic of San Marino, in the availability of companies based in the San Marino territory, with whom the drivers are linked by a subordinate employment relationship or continuous collaboration .

The following operations must be noted at the Reve:

1) vehicle registration;

2) cancellation (mandatory) due to end of availability, both in case of anticipation and at the end of the foreseen period;

3) change of residence / registered office;

4) extension of vehicle use.

Furthermore, subsequent changes in vehicle availability must be noted. Whoever transfers the availability of the vehicle will be required to request the registration of the changes.

Registrations at the Reve can be made at the PRA (by reservation) or at the Motorist’s Telematic Counter (STA).
