The Chamber will pay the presidents of the parliamentary groups of Montecitorio an additional allowance equal to that already paid to the commission presidents, equal to 2,226.92 euros gross per month, 1,269.34 euros net. The indemnity will also come for the presidents of the components of the Mixed group, but reduced by half. This was decided by the Bureau of Montecitorio with a resolution, 45/2023, which ANSA has seen.

For 2023, the additional allowance will be charged to the budgets of the individual parliamentary groups. From 2024 the allowance will be paid directly by the Chamber. The necessary resources will be drawn from the contribution granted to the parliamentary groups and therefore, it is explained, the operation is with the same expenditure compared to the overall budget of Montecitorio. In essence, therefore, there will be no additional costs.

The decision was not unanimous. In fact, it is reported that the center-right and Movimento 5 Stelle would have voted in favour, while Pd, Verdi-Left and Roberto Giachetti of IV abstained.

The allowance of parliamentarians

In net terms, the amount of the parliamentary indemnity, paid for 12 months, is equal to 5,269.04 euros, from which the regional and municipal surtaxes must then be subtracted, the amount of which varies in relation to the tax domicile of the deputy. Taking into account the average value of these additional taxes, the net monthly amount of the parliamentary allowance is approximately 5,000 euros.

A diraia of 3,503.11 euros per month is then recognised, by way of reimbursement of living expenses in Rome. This sum is reduced by 206.58 euros for each day of absence of the deputy from the sessions of the Assembly in which votes are held using the electronic procedure. The deputy who participates in at least 30 percent of the votes cast during the day is considered present. A further reduction is also applied, up to 500 euros per month, in relation to the percentage of absences from the meetings of the Executives, of the permanent and special Commissions, of the Committee for legislation, of the bicameral and inquiry commissions, as well as of the parliamentary delegations to the international assemblies.

Reimbursement of expenses for the exercise of the mandate

A reimbursement of 3,690 euros per month is also recognized. The reimbursement is paid directly to each deputy, unless the same decides to make use of collaborators.

Transportation costs and travel expenses

The deputies benefit from cards for the free movement of motorways, railways, sea and air for transfers within the national territory. For transfers from the place of residence to the airport used for connections with Rome, a flat-rate reimbursement is provided (reimbursement of accessory travel expenses) identified on the basis of two kilometric bands. If the distance to be traveled is equal to or less than 100 km, the reimbursement amounts to 3,323.70 euros quarterly; if it is higher, the amount is equal to 3,995.10 euros per quarter.

Reimbursement of telephone expenses

A lump-sum reimbursement of telephone expenses equal to 1,200 euros per year is also provided.
