Obviously we can evaluate based on the situations of individual cities which areas are in which this speed limit should be applied and where faster speed is necessary.” The reference is to the directive of the MIT – Ministry of Infrastructure and Transport governed by the deputy prime minister Matteo Salvini – which states that «any generalized setting of speed limits in the urban context is in itself arbitrary». Directive arrived after the decision of the mayor of Bologna Matteo Lepore to introduce the speed limit in his city.

«In urban centers – explains the mayor – it is fundamental. We have had many accidents in Naples and just last night there was another collision by a young man. It’s clear that the speed limit, and enforcing speed limits, is extremely significant and it’s important to do so.” Then again Manfredi addresses Salvini: “I don’t think these things should be centralized, we often talk about autonomy, let’s leave autonomy to the mayors.”

The substance is that Manfredi and his team are ready to replicate what was done in Bologna – with the support of the Anci – which has settled the dispute with the minister and the Government, in the meantime the Cosenza councilor is concentrating on what is already possible to do more or less quickly. «There is an open table with the councilor De Iesu and the head of the traffic police Ciro Esposito as well as in the Prefecture. Unfortunately, there are many road accidents despite the fact that the speed limit of 40 kilometers per hour already exists in Naples. It is said that in Naples there is traffic so you go more slowly, but the studies carried out tell us that in Naples the cars go much faster than those in Milan.” In this context, Cosenza explains the Municipality’s moves: «The Tutors, as on the ring road, we want to put them in the Galleria Laziale, that of the Quattro Giornale and in Victoria Gallery, they run around a lot and there is an entrance and an exit and you can put them on. We are discussing it with the Tangenziale technicians. They will be a deterrent because before entering the tunnels you will have to slow down to avoid getting a fine.”

Another novelty are the speed cameras and Cosenza gets straight to the point. «We are doing an in-depth study on where to put them, that is, the study is on all the roads. Starting from the longer ones which for this very reason have a higher accident ratio.” It should be remembered that even in this case it is necessary to go through the MIT to obtain authorization to install the devices Speed ​​Cameras. The Municipality’s hypothesis is to place them in strategic places where motorists tend to press hard on the accelerator. As in Via Marina, Corso Vittorio Emanuele, streets which paradoxically have been redone and are more “performing” for reckless local drivers. In a few weeks the construction site in via Posillipo will open and we also imagine installing speed cameras there. If this is the short and medium term perspective, it should be remembered that the Municipality has already installed pedestrian overpasses in many streets such as Piazza Sannazaro and on the seafront in Via Caracciolo, i.e. what are commonly called speed bumps.

«Decisions on where to install them – concludes the councilor – are made together with the Prefecture but here too there are a series of requirements. For example, they cannot be placed near hospitals because they disturb ambulances and one must also be very careful not to place them where buses pass. But we don’t stop where it is possible, we will put them because we are in favor of all measures to protect pedestrians.”

Open reflection therefore in the Municipality on “Bologna Model” perhaps revisited: in the sense that Naples has few fast roads and therefore the hypothesis of applying the speed limit as a measure against accidents involving mainly pedestrians, combined with that of speed cameras and tutors, can also be well tolerated by Neapolitans.
