Xi Jinping attended the Disciplinary Inspection Plenary Session of the Communist Party of China on the 18th, and shouted the slogans of “catching the key minority” and “the party must manage the party”. After that, the activities of the Central Commission for Discipline Inspection became more frequent. On January 22, the Central Commission for Discipline Inspection issued a statement announcing that Wang Minghui, deputy director of the Standing Committee of the Sichuan Provincial People’s Congress, was under investigation for “serious violations of discipline and law.” On the 23rd, the Central Commission for Discipline Inspection issued a statement, announcing that the leadership of the Central Management University will become the next key target of the investigation.

According to public information, Wang Minghui, a senior official in Sichuan Province who was investigated this week, was the fourth senior official to be sacked this year. In the week before the investigation, Wang Minghui still appeared at the CCP’s provincial people’s congress. On January 15, Wang Minghui delivered a speech at the Sichuan Provincial People’s Congress, emphasizing the need to do a good job of briefing the conference with an excellent style and strict requirements, and then he did not attend public places.

Wang Minghui was born in Ziyang, Sichuan in February 1960. He became a water conservancy worker in Ziyang County at the age of 17 and was later promoted to the mayor of Neijiang. In June 2016, Wang Minghui became a deputy provincial official and became the deputy governor of Sichuan Province. , responsible for agriculture, poverty alleviation, ethnic and religious affairs, and civil affairs. In 2017, he served as the Secretary-General of the Sichuan Provincial Party Committee. After May 2020, Wang Minghui served as the Deputy Director of the Standing Committee of the Sichuan Provincial People’s Congress.

It is worth noting that Wang Minghui served as the deputy secretary of the Sichuan Provincial Committee of the Communist Party of China for three times. He has a close relationship with Liu Qibao, the former Secretary of the Sichuan Provincial Committee of the Communist Party of China who was later promoted to the Minister of Central Propaganda. Liu Qibao has a background in the Jiang faction and the Youth League faction, and has a close relationship with Ling Jihua. There are also overseas media sources that Liu Qibao was able to serve as the director of the Central Propaganda Department at the 18th National Congress of the Communist Party of China because of the sponsorship factor behind Zhou Yongkang.

After the 19th National Congress of the Communist Party of China, three high-ranking officials in Sichuan Province, including Wang Minghui, have been sacked, while Peng Qinghua, the current secretary of the Sichuan Provincial Committee of the Communist Party of China and director of the Provincial People’s Congress, is Zeng Qinghong’s old subordinate. Peng Qinghua joined the Hong Kong Liaison Office and served for nearly 10 years.

At the disciplinary inspection meeting on the 18th, Xi Jinping delivered a long speech, setting off a wave of rectification within the CCP, which shows that the intra-party struggle before the 20th National Congress of the CCP is becoming intensified.

Five days after the meeting, a statement was posted on the CCP’s discipline inspection website, emphasizing that the monitoring team will be stationed in centrally managed colleges and universities to investigate corruption in party building and leadership.

Central management colleges and universities are commonly known as vice-ministerial-level colleges and universities. From 1992 to 2003, the Chinese government included 31 colleges and universities in the ranks of central management colleges and universities. Universities, Zhejiang University, Fudan University and other top schools are among them, and these institutions have become the focus of the Central Commission for Discipline Inspection.

Last year, Beijing launched a double reduction policy in the field of education, and reshuffled its cards in the field of education. This time, the Central Commission for Discipline Inspection officially intends to move the centrally managed colleges and universities designated by the former party leader Jiang Zemin, and it also releases a signal that Xi Jinping will remove the leaders who are related to the Jiang faction in order to ensure the re-election of the 20th National Congress.
