Before Sun Lijun entered the public security system, his highest position was only the Deputy Director of the Foreign Affairs Office of the Shanghai Municipal Government, at the level of a deputy department. Since 2008, he has served as Deputy Director of the General Office of the Ministry of Public Security of the Communist Party of China, member of the Party Committee of the Ministry of Public Security, Director of the First Bureau, Director of the 26th Bureau, Deputy Director of the Central 610 Office, and Director of the Hong Kong, Macao and Taiwan Affairs Office of the Ministry of Public Security. When Fu Zhenghua was the most powerful in the Ministry of Public Security (as the Deputy Minister of Public Security), Sun Lijun was his subordinate and served as the director of the first bureau and the twenty-sixth bureau.

For example, Fu Zhenghua served as the director of the Central 610 from 2015 to 2018, and Sun only became the deputy director of the Central 610 after him, not only much later, but also at least half a grade lower.

Yokogawa believes that the forces represented by Sun Lijun are likely to be the newly formed anti-Xi alliance under the banner of the Jiang faction (not necessarily Jiang himself, but related to Jiang’s policies, interests, and organization of the remaining party).

As for why Fu Zhenghua joined Sun Lijun in turn, Su Ziyun believes that it is possible that Fu Zhenghua would join Sun Lijun’s faction later, “Did Fu Zhenghua belong to a half-way jump, or he turned out to be from another political faction and then jumped to another political faction. However, Gao Guangjun, a former criminal investigation lecturer at the Public Security University of the Communist Party of China and a Chinese-American lawyer, once said in a video program that a few years ago, Xi Jinping wanted to promote Wang Xiaohong to the post of Minister of Public Security, but Wang Qishan used the Minister of Public Security to always be promoted from local leaders. The convention that came, made it impossible for Xi to do it, and finally Fu Zhenghua took over the post of executive vice minister.

From 2003 to 2007, Wang Qishan, the current vice-chairman of the Communist Party of China, served as deputy secretary and mayor of the Beijing Municipal Party Committee. During this period, Fu Zhenghua served as the deputy director of the Beijing Public Security Bureau.

Chen Yonglin, a former diplomat at the Chinese consulate in Sydney, told The Epoch Times earlier that Fu Zhenghua was from Wang Qishan.

Dong Guangping, a former police officer in mainland China, told The Epoch Times that in the CCP’s officialdom, you must have a backer to get promoted. “If you can reach the level of the ministry, if there is no backer behind you, no one will be able to go up. You must join a certain gang or a certain gang. A gang, with someone as a backer.”

Dong Guangping believes that Fu Zhenghua is anti-Xi, but he is not necessarily a member of Sun Lijun’s gang. Xi Jinping wants to kill the chicken and warn the anti-Xi people, “If you oppose me, I will designate you as Sun Lijun’s gang.”
