Madame Web, because it is not set in the same universe as Spide-Man according to the producer

According to the director’s words S.J. Clarkson, Madame Web exists in an independent universe, a self-contained world and therefore not connected to the Spider-Man films made between Sony and Marvel. Set in 2003, the film is therefore not involved in the dense plot of the Multiverse currently underway in Phase 5 nor is it intertwined with the story proposed in the animated film Spider-Man: Across The Spider-Verse. And there is a reason. The producer of Madame Web Lorenzo di Bonaventura he told ComicBook because Madame Web exists in an autonomous world:

We decided from the beginning that the advantage of this story was not to connect it to all the other stories. Maybe we give it a nod, but we really just wanted to focus on the character’s journey, and I think part of the superhero fatigue that people talk about is that those movies often aren’t about the lead character. And so we felt it was a stronger choice for us to say, ‘This is the story of Madame Web.’ It comes from the Spider-Man comics, but it’s not part of this giant reality. She is an autonomous character, which allows us to tell her story about him.

After all, in Marvel comics Madame Web is an elderly woman who cannot walk and uses her clairvoyant powers to save the day. In the film, however, Cassandra Web is a young woman who works as Paramedic in Manhattan and discovers he can see the future.
