Zhou Liquan said that in the process of the construction and reform of the “two districts”, the Beijing Municipal Intellectual Property Office focused on the key areas and major needs of the “two districts” construction, and promoted the reform of all aspects of intellectual property rights. A breakthrough has been made in the segment. In terms of carrying out the pilot work of intellectual property insurance, in the past two years, it has supported a total of 3,366 patents of 20 manufacturing single champion enterprises and 312 small and medium-sized enterprises in key fields in Beijing, with a guaranteed amount of more than 3.3 billion yuan. At present, the patent enforcement insurance claim settlement of the first insured enterprise has been completed, and the claim amount is 160,562 yuan. Among them, “Five Combinations” is one of the “Best Practice Cases for the Construction of the Comprehensive Demonstration Zone for the Expanding and Opening of the National Service Industry in Beijing” by the Ministry of Commerce.
In the fields of patent agency opening to the outside world, after active application, the State Intellectual Property Office approved to carry out the pilot work of patent agency opening to the outside world in Beijing. The pilot content includes conducting foreigners to participate in the patent attorney qualification examination, and foreign patent agencies setting up resident representative offices in China. Up to now, an American intellectual property lawyer has applied for this year’s attorney examination, and a Japanese agency has entered the Beijing Economic and Technological Development Zone.
In terms of supporting the construction of the Beijing Intellectual Property Exchange Center, Beijing has carried out the pilot work of intellectual property securitization. Since its establishment, Beijing Intellectual Property Exchange Center has provided services around the four major functional positioning of registration, trading, professionalism and finance. On April 28, 2021, the “China Technology Institute-Zhongguancun Guarantee-Changjiang-Yangtze River-Phase 1-10 Intellectual Property Asset Support Special Plan” was successfully approved by the Shenzhen Stock Exchange, with a total scale of 1 billion yuan, which is the first patent licensing knowledge in Beijing Property asset securitization project. At present, the basic assets of the first phase of the special plan for the first patent-licensed intellectual property securitization product have been sealed, and 58 patents held by 15 high-tech enterprises in Haidian District have been pooled, with a total financing of over 300 million yuan.
In supporting the construction of the Beijing Intellectual Property Pledge Financing Center, Beijing provides full-chain intellectual property pledge financing services. The patent and trademark pledge registration window was opened to the public on February 9 last year. Up to now, 11 patent rights pledge registrations have been handled, involving 28 patents, with a pledge amount of 102.95 million yuan. The 11 patent pledge registrations handled were completed within 1 working day, which facilitated applicants to apply for loans from banks.
In addition, Beijing has explored the construction of intellectual property protection systems for international digital product patents, copyrights, trade secrets, etc., and has formulated and issued the “Two Districts” International Digital Product Intellectual Property Rights Protection Guidelines (Trial) and the “Two Districts” International Digital Product Intellectual Property Rights Protection Guidelines (for Trial Implementation).
Beijing also actively promotes public services for intellectual property rights and explores a sub-center model for intellectual property protection. In April 2021, the Economic Development Zone Center and Daxing Zone Center of Beijing Intellectual Property Protection Center will be established in the high-end industrial area of China (Beijing) Pilot Free Trade Zone. Since their operation, the two branch centers have actively explored professional operation modes, provided more than 1,000 patent pre-examination consultations, more than 150 quick rights protection consultations, and held more than 20 sessions of intellectual property-related business presentations and trainings, serving nearly 40 companies. Zhou Liquan said that Beijing has deployed a number of intellectual property public service workstations in the free trade zone, and built 8 workstations including the Green Lake Cloud Center, the Sino-Japanese Industrial Park, and the Sino-German Industrial Park. Up to now, Beijing has a total of 17 intellectual property public service area centers and 84 workstations, and more than 1,600 key enterprises served by centers and workstations in various districts. Throughout the year, they provided 5,370 services of various types, answered 12,543 inquiries, organized 554 training sessions, and pushed 12,237 items of intellectual property policy information. Support Beijing Economic and Technological Development Zone to set up trademark acceptance windows and pledge registration windows. Since its operation in July last year, the district has accepted more than 1,000 trademark registrations, pledges and transfers, and provided more than 3,300 trademark consultations.
