Proposal for Social Organizations in Qingdao to Participate in Rural Revitalization

“Poverty alleviation and hating are not the end, but the starting point for a new life and a new struggle.” At the National Poverty Alleviation Summary and Commendation Conference, General Secretary Xi Jinping issued an order to advance, make persistent efforts, and continue to struggle, injecting action to achieve the second centenary goal. The “Law of the People’s Republic of China on the Promotion of Rural Revitalization” clearly encourages and supports social organizations and other social sectors to participate in rural revitalization and promotion related activities. To this end, Qingdao Civil Affairs Bureau and Qingdao Charity Federation and other 100 social organizations solemnly issued the following proposals to social organizations in the city.

1. Facilitate the development of rural industries

Use industry influence to gather energy for rural development. The first is to encourage members to provide counterpart assistance services for the technical transformation and sales of professional farmer cooperatives and family farms to help farmers share the value-added benefits of the entire industry chain. The second is to encourage members to build characteristic industries in rural areas and improve the development quality, efficiency and competitiveness of agricultural industries. The third is to encourage members to establish industrial development bases in rural areas, help the rapid cultivation of new industries, new business forms, new models and new business entities in rural areas, and effectively promote the transformation, upgrading and high-quality development of the agricultural industry.

2. Helping the cultivation of rural talents

Participate in and integrate into the construction, operation and maintenance of the rural revitalization service platform. Give full play to the professional advantages of social organizations, and promote a variety of talents such as legal services, social work services, voluntary services, and technical transformation services to take root in the countryside and empower the countryside. Give full play to the financial and technical advantages of foundations, scientific and technological and academic social organizations, support the connotative development of agricultural technology training, return home entrepreneurship and employment training, and vocational skills training, and help high-quality farmers, rural practical talents, and innovation and entrepreneurship leaders Effective cultivation.

3. Helping rural ecological protection

Become a new force in rural ecological protection and green development. The first is to provide organizational and financial support for green production, green life, and green consumption activities, so that the concept of moderate saving, green low-carbon, civilized and healthy people truly penetrates the hearts of the people, and transforms them into normal production, life and consumption behavior. The second is to promote environmental protection concepts and protection policies, and promote water-saving, fertilizer-saving, medicine-saving, and energy-saving agricultural industries. The third is to supervise pollution behaviors, carry out environmental protection public interest litigation, and build an ecosystem protection mechanism of co-construction, co-management and sharing, and inject new momentum into the overall realization of production development, affluent life, and good ecology in rural areas.

Fourth, help rural social governance

Cooperate with local governments and social organizations to coordinate and co-govern. The first is to actively participate in the local rural governance system in a multi-level institutionalized manner, undertake specific service production and connection work, and realize the modernization of rural governance. The second is to expand the sources of governance resources and expand governance capabilities so that government departments can concentrate on the macro responsibilities of long-term planning, top-level design, resource support, assessment and supervision, etc., so as to achieve their respective strengths and complement each other. The third is to give play to the role of the grassroots governance unit of social organizations that unite and connect with the masses, and become an important carrier of mutual assistance services and mutually beneficial cooperation.

V. Facilitate the integrated development of urban and rural areas

Improve the level of basic public services in rural areas and advance the equalization of basic public services in urban and rural areas. In terms of caring and serving rural people in distress, the advantages of social organizations in psychological adjustment, resource linking, social integration, life care, ability improvement, etc., are actively provided to rural people in distress, charity, neighbourhood mutual assistance, cultural and sports entertainment, difficult assistance, and psychological counseling Social services such as, relationship adjustment, and other social services, to further give play to the unique role of social organizations in social services, to build a link between rural revitalization and joint development, and to contribute to the deep integration of urban and rural development.

6. Facilitate regional collaboration in rural areas

Participated in aid to Tibet and cooperation between the East and the West in Dingxi and Longnan, Gansu. Social organizations that have participated in counterpart assistance will maintain their original working mechanisms, pairing relationships, and assistance policies as a whole. Social organizations that have not participated in counterpart assistance, based on their own actual conditions and within their capacity, will give full play to their expertise and advantages to assist the cooperation between the East and the West in funding public welfare projects, providing intellectual support, implementing assistance projects, and assisting in scientific decision-making, etc. Participate in aid to Tibet. Further consolidate the results of poverty alleviation in the corresponding support areas and coordinated areas, and realize the all-round development of rural areas.
