The Justice Commission of the Chamber approved the government’s amendment to the second article of the reform of the judiciary, one of the main ones as it defines the new rules for the attribution of executive and semi-executive offices. Among the novelties there is the publicity of the procedures for assigning offices, the stop to package appointments in the CSM, the comparative procedure with the hearing of all candidates by the CSM Commission. Furthermore, there are new rules for the assessment of aptitudes and merit and the provision that in the event of an equal assessment the less represented gender should prevail on a national and district basis.
Majority forward slowly
With several skids on the curve, the reform of the judiciary therefore proceeds in the Justice Commission in the Chamber, with the League which for the first time voted against the government, albeit without sending it “under”. The cumbersome parliamentary trend, due to the difficulty of the majority in closing the agreements on the minor aspects of the text, corresponds to a decisive stance by Area, the left-wing component of the Judiciary which announced its intention to propose a strike when the Anm it will meet on April 19, the day on which the decision should arrive in the Chamber in the Chamber.

The reform of the CSM, said the members of Area elected to the board of the ANM, “contains devastating profiles for the independence and autonomy of the judiciary and will cause” damage to citizens who ask for justice “. Hence the proposal that will be brought on the 19th of the proclamation of the strike. A declaration of war that did not, however, shake the parties and the government from which no comments came.
The general agreement was reached on Saturday 9 April
The majority and the executive are instead grappling with the difficulties of tightening all the bolts of an agreement which, in general terms and on major issues, was reached last Saturday, April 9, with Minister Cartabia. After a night session on Tuesday until midnight, in which about twenty amendments were voted (out of 140), a long afternoon session on Wednesday gave an identical modest result.
Certainly the repeated interventions by Iv (with Cosimo Ferri), Fdi (with Carolina Varchi), as well as by Andrea Colletti of Alternativa and by the deputy magistrate Giusi Bartolozzi (Misto) slowed down the work: but the main cause of the slow progress lies in the the fact that many amendments by the majority are reformulated, even several times, in search of an agreement, and the government amendments are set aside to move on to other articles, as happened for the one on disciplinary measures against magistrates.
