The report stressed not to dispose of the shipment or part of it or take it to the market until the necessary legal procedures are completed regarding it, and to pledge to carry out technical procedures upon the next import, and you bear responsibility for violating this.

In another document issued on January 15, 2023, addressed by the Director of the Standards Department of the Yemeni Authority for Standardization, Metrology and Quality Control to the Dhamar Control Center, stating that the violations regarding automobile brake oil described in Report 1049 issued on June 20, 2022, were closed with the payment of a financial fine. The amount of 75 thousand riyals, as for the examination of losses by evaporation, is suspended and deleted in all updated international, regional and national specifications due to the inaccuracy of the examination applied internationally, and therefore it was suspended in the minutes of the committee charged with studying the problems of brake fluid, and it was deleted in the project to update the brake fluid specification submitted for approval.

Here the manipulation began to introduce a shipment of brake fluid, the violation of which required the re-export of the product or its destruction according to the system, because the high percentage of loss endangers the safety of the cars and their passengers. It is as if the safety of people and their money does not matter to the authority’s leaders as much as they care about collecting sums of money for violations that harm people.

What is strange is that, on the same document, on February 19, 2023, one of the authority’s leaders directed the director of the authority’s center in Dhamar to implement the opinion received from the Specifications Department regarding the shipment of violating brake fluid.

Minister Al-Mutahhar intervened

As the director of the Dhamar Center continued to refuse to release the shipment of violating brake fluids, the Minister of Industry and Trade, Muhammad Al-Mutahhar, who heads the Board of Directors of the Yemeni Authority for Standardization, Metrology and Quality Control, intervened and issued a decision to change the standard specification in a way that would lead to the removal of the violation and the inclusion of the shipment.

Pursuant to the decision of the Chairman of the Board of Directors of the Authority No. 69 of 1444 AH issued on May 12, 2023 regarding the adoption of Yemeni standard specifications, a new specification for automobile brake fluid was approved and the previous specification was cancelled, which is considered a case of collusion on the part of the minister with the importer that cancels the violation of his product and makes it compliant. The decision cancels an important examination in the previous specification that guarantees the safety of society, as car brake fluid in which the rate of evaporation loss is higher than the limit allowed in the previous specification is considered high risk because it exposes the safety of society to danger, and recently there have been many traffic accidents due to defects in car brakes. .

With the stroke of a pen, the shipment was identical

Six days after the disinfectant’s decision to change the standard specification was issued, a new report was issued with the results of examining the shipment of “Syntec” car brake fluid, which confirmed its conformity with the requirements of the approved standard specification for the product.

A number of shipments that did not comply with the Yemeni specifications were reported, or rather, inferior products were released that harm the safety of society and expose it to risks when used in cars and various means of transportation.

All of this contradicts the recommendations of the House of Representatives, which obligated the government, represented by the Ministry of Industry and Trade, to clearly put an end to counterfeit goods in the markets.
