The divisive theme of the minimum wage

In the latest meeting with trade unions and businesses, Minister Orlando raised the minimum wage. In the regulatory intervention announced for curricular internships (ie school) Orlando spoke expressly of reimbursement of expenses and the need “to provide clear legislation that enhances the tool, to facilitate the transition between the world of school and university and that of work through more precise and protective rules “, as well as” the strengthening of minimum safeguards and the role of guarantor of the promoters of the internships “. Except that curricular internships are those that students have to do to complete their training at school, at university, in ITS. Therefore, it is necessary to find companies willing to welcome them, assuming the risk of their presence in the company (precisely for these reasons, curricular internships are unpaid abroad).

The new portal to combat undeclared work

It was then Orlando himself who announced the birth of the single portal to combat undeclared work which centralizes the results of the supervisory activities on undeclared work carried out by the various inspection bodies in a single database. The new portal replaces and integrates the existing databases through which the National Labor Inspectorate, INPS and Inail share the results of the inspections. In the portal, accessed by the administrations that contribute to its feeding, the inspection reports and any other measures consequential to the surveillance activity converge, including all the documents relating to any disputes established on the same report.

The launch of Gol and the first check on the reform of subsidies

On the table of the Minister of Labor there is also the start of new active policies (Gol), after Anpal has turned on the green light for the implementation plans of the regions (Par). The first 660 million will now have to be distributed; resources destined to the subjects implementing the training offer and to those accredited for employment services, selected through regional calls, based on the five paths identified by the Employability Guarantee Program. Another 220 million will be disbursed once the use of at least 50% of the first tranche has been reported. A mountain of resources are therefore on the way (4.4 billion will be available for Gol), but with a series of unknowns, given that the place appointed to assess the employability of the Gol earner is the employment center ( CPI), which – with some exceptions, especially in the Center and in the North – has so far mainly carried out bureaucratic-administrative tasks, has no trained staff to facilitate the meeting between job supply and demand, and has antiquated IT tools. The commitment with Brussels is to hit by December the target of taking care of 10% on a national scale of the audience of 3 million people – the largest group are unemployed recipients of Naspi, then the beneficiaries of the Citizenship Income -, therefore 300 thousand people, but the government has given the regions a more ambitious target for taking care of 20% of the recipients, or 600 thousand by December.
