By 2020, the gross enrollment rate in the first three years of the country’s preschool has reached 85.2%, and the coverage rate of inclusive kindergartens has reached 84.7%, effectively alleviating the situation. The long-standing problems of “difficulty in entering a kindergarten” and “expensiveness in entering a kindergarten”. In accordance with the deployment requirements of the Party Central Committee and the State Council on improving the inclusive pre-school education guarantee mechanism, in the next step, the Ministry of Education will work with relevant central departments to effectively support the implementation of the three-child policy to study, formulate and implement the fourth pre-school education action. plan.
The first is to further improve the universality of pre-school education. By 2025, the national gross enrollment rate in the three years before school will reach 90% or more, and the coverage of inclusive kindergartens will be further increased.
The second is to further expand inclusive preschool education resources. Fully consider the changes in the birth population and the process of urbanization, and scientifically arrange inclusive kindergartens with counties (districts) as the unit. It is to make this plan well. It is necessary to vigorously develop public kindergartens and improve the management mechanism for the construction of supporting kindergartens in the community. In the past two years, we have exerted great efforts in the governance of community kindergartens. More than 20,000 kindergartens have been recycled and 4.16 million degrees have been added, effectively supporting the realization of the goal of universal benefit. In the next step, we must consolidate this work and further improve it. At the same time, actively support private parks to provide inclusive services, and improve the public service system of urban and rural preschool education.
The third is to improve the funding guarantee mechanism. We will implement a guarantee mechanism that focuses on government investment, shares reasonable family allocation, and raises funds through other channels, and increases subsidies for children from families with financial difficulties to enter kindergartens.
The fourth is to comprehensively improve the quality of care and education. Thoroughly implement the “Guide to Learning and Development for Children 3-6 Years Old”, insist on taking games as the basic activity, and scientifically promote the effective connection between primary schools and kindergartens. This year, the Ministry of Education has issued a special opinion on the implementation of the scientific connection between kindergartens and elementary schools. In kindergartens, we should help children prepare for primary school entrance, and in primary schools, especially for the first grade children, we should help them to adapt to school, so that the two sides can effectively connect and build a bridge. At the same time, the establishment of a kindergarten scientific care and education quality evaluation system, leading kindergartens to improve the quality and level of education, and promote the physical and mental health of children.
