The President of the Republic, Nayib Bukele, signed the Reform to the Electoral Code, which reduces from 84 to 60 deputies, since this is the number of legislators that existed before the signing of “the false peace agreements” and that it supported the Constitution of the Republic of 1983.
At that time, ARENA and the FMLN decided to add 24 more deputies to the Legislative Branch, with a tool that became known as the National Plate, created with an electoral reform. The first 20 deputies under that system were elected in the elections of March 20, 1994.
But in 2002, the Constitutional Chamber of the Supreme Court of Justice (CSJ) declared the implemented process unconstitutional, but this was not complied with.
Now, with these reforms, not only is the number of deputies reduced, but the waste system is left behind, which violates the constitutional principle of equal voting. With the modification, the quotient system is applied, which is used in most countries worldwide.
