Especially last Friday from noon to night, there was a short-term rainstorm in Hangzhou, with precipitation exceeding 50 mm at nearly 90 stations. The Hangzhou Meteorological Observatory also issued a red rainstorm warning signal. At the weekend, the “dedication” thunderstorms will not rest, and the start time is earlier, and the power cannot be underestimated.

During the hottest period of the year, not only was the subtropical high absent, Hangzhou was also affected by two cooling artifacts, typhoons and thunderstorms, which greatly curbed the development of high temperatures.

There are three “roles” in the Severe Convective Weather Alliance that we are most familiar with: short-term heavy rainfall, thunder and lightning, and strong winds. If it is more severe, hail or even local tornadoes may appear.
When will they appear? The Municipal Meteorological Observatory explained that if water vapor is insufficient but there is a lot of unstable energy in the atmosphere, then strong lightning and strong wind may be the main manifestations, and the impact area of short-term rainstorms is smaller.
If the water vapor content is average, there is cold air at high altitude, and the local unstable energy is sufficient, then short-term rainstorms, strong thunderstorms, thunderstorms and gales, hail are not uncommon, and even tornadoes are possible. The reporter learned that the Municipal Urban Management Bureau acted quickly according to the weather warning, organized the urban management system of the main urban area to carry out emergency response, organized the maintenance force to carry out the operation conversion at the first time, played the role of digital urban management at the first time, collected road water information and dispatched it in time; Deploy two large-scale drainage pump trucks managed by the city to support emergency drainage in the West Lake District, and promptly coordinate with the traffic police department to close off road sections that affect traffic safety.
On the evening of July 30, the urban management system dispatched more than 1,930 emergency personnel and dispatched 12 large-scale drainage pump trucks. As of 23:00 on the 30th, all the stagnant water was disposed of, and the emergency response of the urban management system was lifted at 23:40. In order to build a “safe dam” for the citizens and make Hangzhou safe in the flood season, the Municipal Comprehensive Administrative Law Enforcement Team has actively increased the investigation and punishment of illegal activities in construction damage to the drainage network and sewage disposal facilities, as well as the renovation of flood-prone points and the rectification of overflow of sewage. Wait for law enforcement inspections to ensure the safety and smooth flow of the drainage network.
According to reports, law enforcement officers checked the implementation of the water supply and drainage pipeline construction notice, pipeline safety protection agreement, pipeline protection plan, inspection track and guardianship records in the branches of the Municipal Water Affairs Group.
In addition, law enforcement officers also visited and inspected the construction sites of more than 10 major projects, including the Jinjiadu Station of Metro Line 4 and the widening and reconstruction project of the Huafeng Road railway crossing. In order to prevent the city’s underground pipe network from being blocked by heavy rains during the flood season, the city’s comprehensive law enforcement team focused on illegal activities that endanger the safety of urban drainage facilities, and combined with the problems that the citizens have responded to, and strengthened law enforcement.
Not only that, the Municipal Comprehensive Law Enforcement Team has also established a long-term management mechanism of “normalizing daily inspections, looking back to implement rectification and reform, and strengthening law enforcement and strict investigation and punishment”, and continue to promote the daily law enforcement inspection of drainage from construction sites. Including whether there is a drainage permit, whether the drainage facility meets the standard, whether it is in normal use, whether there is any behavior such as irregular drainage. At the same time, in conjunction with municipal departments and local law enforcement squadrons, professional and targeted guidance will be carried out on the problems existing in construction site drainage.
