Carry out carbon sink background investigation and reserve assessment, and improve the function of asset confirmation and trading
There are five indicators of ecological value realization, including carbon emissions, the annual growth rate of Gross Ecological Product (GEP), the proportion of the added value of the tertiary industry in GDP, the per capita financial expenditure on social undertakings, and the general public satisfaction.
According to the “Development Outline”, Shanghai Chongming will establish an integrated ecological environment monitoring network, improve the ecological environment monitoring and early warning network, and apply a new generation of information technology to achieve real-time precise management and control of beaches, water, forests, fields and lakes. Promote the unified registration and accounting of ecological products, promote the unified confirmation and registration of natural resources such as island forests, wetlands, and water bodies, regularly revise the natural resource balance sheet of Chongming Island, and explore methods for accounting for the physical quantity of ecological products, pricing methods for the physical quantity of ecological products, and ecological products. Value accounting methods, establish and improve a concise, scientific, unified and standardized ecological product value accounting system.
In terms of refined management of carbon emissions, Shanghai Chongming will carry out monitoring and management of greenhouse gas emissions, explore the establishment of an ecosystem carbon sink monitoring and accounting system, accelerate the application of emerging technologies such as remote sensing measurement, big data, and cloud computing in the field of carbon emissions measurement, and develop forestry , ocean, wetland, farmland and other carbon sinks background investigation and reserve assessment, implement monitoring and evaluation of the effectiveness of ecological protection and restoration of carbon sinks, and accordingly improve the functions of asset confirmation and trading, and explore the establishment of a blue carbon trading center. At the same time, strengthen the refined management of energy. Build an ecological island energy management platform, build an online energy consumption monitoring platform for key energy-consuming units and large public buildings, strengthen the energy audit management system, and optimize and improve the energy conservation review system.

Accelerate the development of photovoltaic power generation and set up Chongming Ecological Industry Investment Fund
“Development Outline” pointed out that Shanghai Chongming should accelerate the development of photovoltaic power generation. Develop a new type of agricultural-photovoltaic complementary power generation system, make full use of building roof resources, develop a high-efficiency distributed grid-connected photovoltaic power generation system combined with buildings, and steadily increase the installed photovoltaic capacity.
At the same time, Shanghai Chongming also needs to build a high-efficiency and low-carbon energy system, strengthen the accurate forecast and dispatch of wind power and photovoltaic power generation, promote the integration of power source, network, load and storage and the development of multi-energy complementary, and pilot the construction of source-load-driven, source-load interaction, and supply-demand matching. energy power system. Optimize and upgrade the structure of the distribution network and improve the construction of the intelligent micro-grid.
