Spanish Ambassador visits Quibdó again

Nubia Governor Carolina Córdoba Curi, along with mayors and representatives of Quibdó, Río Quito, Istmina and Bojayá, received the Spanish ambassador to Colombia, Joaquín de Arístegui, the Secretary of State for Cooperation of Spain, Eva María Granados; and the team of the Spanish Agency for International Development Cooperation (AECID), led in Colombia by Vicente Ortega Cámara and in Latin America and the Caribbean by Laura Oroz Ulibarri.

The central focus of the visit was the review and analysis of the achievements and lessons learned within the framework of the Territorial Development project – PDT Chocó, the result of collaboration between the Chocó governorate, the mayors’ offices and the Basque government. In addition, development strategies and future projections were discussed, reaffirming the commitment of Spanish cooperation with the territory and the renewal of agreements to continue moving forward together.

The Spanish delegation also scheduled visits to several municipalities, with the aim of learning first-hand about the impacts of their work in the territory.

On November 25, 2009, the national government signed with the government of Spain the Investment Plan project “All for the Pacific – Chocó”, to benefit 13 municipalities of Chocó, to increase coverage of drinking water and basic sanitation.

The total resources contributed by Spain to finance projects in Chocó, Antioquia, Cauca and Nariño, was $25,710,419 Euros and the national government $30,000 million.

As the entity in charge of carrying out the selection and execution processes of the works and their corresponding audits, in the department of Chocó, Aguas y Aguas was chosen, with whom Interadministrative Contract No. 186 of 2010 was signed, for an initial value of $103,693. million and commitment of $141.4 billion.

This project financed by Spain has gone through a tortuous path, the deadlines for its execution have not been met and there are serious non-compliances in several municipalities. The works have not been completed and there is no one responsible.

Spain has also supported other agreements with the Spanish Red Cross, which works to reduce the impact generated by anti-personnel mines; and another with the Institute of Political Studies for Latin America which, together with the Inter-Church Commission for Justice and Peace, provides support to communities in defense of human rights.
