Tanzilli (Assosharing): “In Italy there is no scooter emergency”

by admin

«In Italy there is no scooter emergency. And they are fundamental means for the sustainability of our cities ». Matteo Tanzilli, president of Assosharing, is resolute in remembering that the expansion of the use of the scooter is a fundamental chapter for cities in the era of sustainable economy. And he underlines that the sharing scooter always has insurance coverage and is one of the most controlled vehicles in the city, always under the lens thanks to the integrated GPS, with which it is possible to “geolocate the scooters in real time, remotely controlling the speed limits. and the urban areas they pass through. And if necessary some areas can be off-limits ». What does the sector need today? “Increase investments in infrastructure, therefore in parking spaces dedicated to sharing and cycle paths,” says Tanzilli. And many cities are proceeding to increase these spaces.

There are 42 thousand scooters in sharing

The scooters have ended up in the crosshairs of the Transport Committee of the Chamber which is studying the regulatory changes necessary to eliminate the unruly behavior of some and the accidents that have occurred in the last period, causing 4 deaths. «There is more a perception of the dangerousness of the medium than a real datum. In Italy – explains Tanzilli – there are 42,000 sharing scooters in over 30 cities, from North to South, entrusted to 10 operators. And they are limited remotely with the maximum speed allowed by the Highway Code of 25 km / h. The systems also provide for appropriate limitations for parking areas with forbidden or limited areas to 6 km / h.

The accident of rental vehicles

“The accident rate for the 2020 rides of sharing scooters is very low, it stands at around 0.004 percent,” explains the president of Assosharing. From the tables filed with the Transport Commission, 44 accidents are reported for every 10 thousand scooters in sharing. This year until June there were 85 accidents in 2021 with four victims out of the total number of users of scooters, sharing and private individuals. “The sharing scooters are operational only after the launch of an ad hoc resolution of the municipal council, which provides for the licenses that can be activated and the maximum number of scooters put into circulation”. The average distance of a sharing scooter is under 3 km.

The proposals of the sector

Assosharing has presented a package of proposals to the Transport Committee of the Chamber, in view of the revision of the regulation of scooters, «starting from the insurance obligation also for scooters and pedal assisted bicycles of private individuals. We have proposed limiting the maximum speed to 20 km / h (today it is 25 km / h), raising the maximum speed in pedestrian areas to 10 km / h: today it is 6 km / h, but there is a problem of stability of the vehicle at that speed ». Then «the identification of the vehicle with a clearly visible univocal code. And then for the sharing operators a compulsory tutorial in the App on the correct use of the vehicle and educational campaigns also at school to be paid by the operators. Then a call center and a number dedicated 24 hours a day to administrations to combat wild parking, alongside the obligation to acquire a photograph at the end of each ride to check the correct parking. Then the creation of uniform guidelines and toolkits for municipalities to make public procedures homogeneous. And the introduction of the concept of shared vehicle in a new article of the Highway Code ».
