The National Development and Reform Commission reported on January 10 that 21 departments including the National Development and Reform Commission recently issued the “14th Five-Year Plan for Public Service”, proposing that by 2025, the public service system will be more complete, with basic government guarantees, diverse social participation, and joint construction and sharing by the whole people. The public service supply pattern of China has basically taken shape, and people’s livelihood and well-being have reached a new level. The “Plan” clearly states that it will actively promote the improvement of housing conditions and expand the coverage of the housing provident fund system; improve the old-age insurance system and promote the long-term balance of basic old-age insurance funds.
According to the relevant person in charge of the National Development and Reform Commission, the “Plan” mainly includes three parts: the first part, the general introduction, mainly analyzes the foundation of the development of public services and the opportunities and challenges faced during the “14th Five-Year Plan” period, and defines the guiding ideology and basic principles. In 2025, the public service system will be further improved, and a public service supply pattern featuring basic government guarantees, diverse social participation, and co-construction and sharing by the whole people will be basically formed, and the main goal of people’s livelihood and well-being will reach a new level. Centering on “seven have two guarantees”, the “Plan” has designed 22 indicators, including 7 binding indicators and 15 expected indicators. The second part, the development priorities and policy measures of basic public services, non-basic public services and life services, proposes development directions and priorities for promoting the equalization of basic public services and expanding the supply of inclusive non-basic public services during the “14th Five-Year Plan” period mandates and policy initiatives. In terms of housing security, the “Planning” requires to actively promote the improvement of housing conditions. Large cities with net population inflow should vigorously develop affordable rental housing, mainly to solve the housing difficulties of qualified new citizens, young people and other groups, mainly small units with a construction area of no more than 70 square meters, and the rent is lower than the same location Rental housing rent in the same quality market. Large cities with net population inflows develop co-owned housing based on local conditions, mainly small and medium-sized units, and the supply range is mainly for the registered population, and gradually expands to the permanent population. Expand the coverage of the housing provident fund system, take multiple measures to promote units to pay and deposit in accordance with the law, and encourage flexible employment to participate in the housing provident fund system. Optimize the housing provident fund use policy, and ensure the basic housing needs of depositors by simultaneously renting and purchasing.
In terms of elderly care services, the “Planning” proposes to strengthen the construction of elderly care service institutions with comprehensive functions within townships (streets). Strengthen the construction of public elderly care institutions, ensure that new urban areas and residential (small) areas are equipped with elderly care service facilities according to the standard of not less than 0.1 square meters per capita, and steadily increase the proportion of nursing beds. Improve the old-age insurance system and promote the long-term balance of basic old-age insurance funds. Realize the national overall planning of basic old-age insurance for enterprise employees. Improve the rational adjustment mechanism for basic pensions for urban employees, and adjust the basic pension standards for urban and rural residents in a timely manner.
