The NYPD Transit Department has unveiled a new initiative to crack down on parking violations in the city with the introduction of a visibility-blocking device called “Barnacle.” This pilot program, currently being tested in Queens, targets commercial and heavy transport vehicles that frequently flout parking regulations.

Weighing in at nearly eight kilos and utilizing “vacuum adhesion” technology, Barnacle attaches to the windshield of offending vehicles, obstructing the driver’s view until the corresponding fine is paid and a unique code is provided to unlock it. Violators must also submit a $200 deposit, which is refunded upon proper return of the device to designated collection points.

This innovative approach is part of the city’s broader efforts to combat traffic congestion and enforcement of traffic laws. Following in the footsteps of global cities like London, New York aims to improve traffic flow and enhance the quality of life for residents.

Fines for parking violations in the city range from $45 to $125, depending on the offense committed. The introduction of Barnacle Parking’s technology promises a more streamlined and efficient process for paying fines and retrieving immobilized vehicles.

Colin J. Heffron, CEO of Barnacle Parking, describes the system as a way to offer a more autonomous solution for managing parking penalties. In addition to penalizing illegal parking, the device incorporates alarm and GPS technology to monitor immobilized vehicles, making it difficult for offenders to circumvent the system.

Despite the device’s obstruction of vision, drivers attempting to move their vehicles without authorization will trigger an alert to law enforcement, who can quickly respond and apprehend the offender. The police deployment to address such incidents takes between 20 to 30 seconds, ensuring swift enforcement of parking regulations.

As the city continues to explore innovative solutions to improve traffic management and compliance with parking regulations, the introduction of Barnacle represents a significant step towards creating a safer and more orderly urban environment.
