UDINE. School autonomy has prompted some institutions to start classes early. The overwhelming majority of students, however, inaugurates the school year today, on the day set by the regional calendar. And on the start date of 2021/2022, the councilor for education Alessia Rosolen talks about the great challenge that awaits Friuli Venezia Giulia, like the rest of Italy, between now and the next few months: to bring the school year to an end without having to resort to distance learning.

Councilor how does the region arrive at this appointment?

«The administration, from May onwards, has set up and launched an organizational and constant relationship between the priorities and actions of the national government and the additional aid that could be deployed in Friuli Venezia Giulia. All this, however, remembering how the competences of the Region on the school system are residual and complementary. On the important shortcomings, in any case, we intervened again, with economic and planning corrections, which allowed us, once again this year, to solve some open problems ».

Can you give some examples on the subject?

«The staff, first of all. The protocol signed with the regional school office has made it possible to overcome some cases of too many classes, suppressed sections or with an insufficient number of pupils. Thanks to the hourly packages we have solved more than thirty critical issues reported by the territory. But, I repeat, since education is a primary and exclusive competence of the state in some fields, such as the recruitment of personnel, we cannot intervene directly ”.

«In the meantime, as explained by the councilor Riccardo Riccardi, we have organized, in collaboration with the prefects and the local public transport manager, the additional services that allow the start of single-shift lessons throughout the Region. Then the monitoring part with salivary swabs was integrated and the availability of funds available to minors for free tests was increased. But there are at least a couple of other aspects that I would like to underline ».

«Thanks to the great work of the regional decentralization bodies, spaces and interventions were guaranteed on the building and support part of the school institutions to make up for the lack of space. We have therefore allocated 100,000 euros – against a state contribution of 60,000 – in favor of community pacts and significant contributions for support staff, as well as on the school in the hospital, anticipating already this year the availability of equipment and start-up of the digital school “.

«Yes, in particular in the municipality of Udine some critical issues remain open, while in the other capitals there are no major problems. On the upper level in Udine, unfortunately, we have to untie knots that we have been carrying around for some time ».

“The overall figure says that 136 buses and couriers are available to students for additional services, divided between local public transport and rental with driver, that the vehicles can be filled to 80% of the capacity and that the tables have already been activated. coordination between civil protection and local police to avoid gatherings. But be careful: this does not mean that everything will be fine ».

Because?

“I am convinced that we have implemented everything we had to and could achieve, thanks to a collective effort by all the institutions, but a year and a half of the pandemic has taught me that hitches are always around the corner. I believe the school has never started with so many chair assignments before it started. But it is obvious that today’s school is something exceptional that must respond to the needs of the ordinary, but which is already projecting itself on a path of innovation on which we must think right away. Schools, on the other hand, like other places with great human presence, need to rethink their organization and need, in fact, new paths and structures ».

And in this sense, you believe that the regionalization of the school is indispensable. We have arrived, in three years, at the third different Joint Commission: will you make it by the end of the legislature?

“It is still an achievable goal, but certainly with more stable governments and an attention not focused on the pandemic emergency, the discussion would have been easier. The path, however, continues and on Tuesday a technical table took place which took over the process for regionalization ».

What message does it send to school staff who do not want the Green pass?

“I hope from everyone a sense of responsibility towards the children who, more than others, have paid the price of the pandemic in the path of human growth and training that teachers, together with families and institutions, must help to guarantee”.

“Nobody could believe that decades of neglect of school policies were healed by impromptu interventions, albeit very important, such as those implemented in the last year. But all the institutions have done a tremendous job to ensure a safe return to class because we are all convinced that the right to education represents the future of our country “. –
