Before more than 400 attendees, the superintendent of Home Public Services, Dagoberto Quiroga Collazos, led the public hearing in which the comprehensive diagnosis of the Yopal Aqueduct, Sewer and Cleaning Company (EAAAY), in intervention, and the alternatives were presented. solution to recover it.
Together with the advisory team for the intervention process and the special agent, Judhy Velásquez Herrera, the superintendent explained to the attendees, including local and national authorities, control members, social leaders and citizens the scope of this diagnosis: “The The purpose of this report is to present the critical situations and their impact on the provision of public services in Yopal, as well as possible solutions. The work of this superintendency is to prevent and identify problems in the provision of public services in a timely manner. Our intention from the Government of Change is not to privatize public service companies, on the contrary, we are focused on democratizing this sector, so that communities participate more actively in its management.”
The EAAAY diagnosis included technical-operational, administrative, commercial, financial, social, environmental, legal and technological components, in which 218 critical situations were identified.
The diagnosis identified high operational costs, lack of liquidity, high levels of debt, increase in the non-performing portfolio, insufficient income that only covers 83% of the company’s expenses, lack of a governance model and participation of the communities. Faced with these findings, Superservicios seeks to implement actions in the short, medium and long term, which guarantee the sustainability of the company and the provision of services to Yopaleños and Yopaleñas with due quality.
Likewise, it was found that the EAAAY manages a water loss rate close to 52%, above the maximum standard of 30%. It does not have a sewer master plan and the wastewater plant is highly vulnerable. There is deterioration, obsolescence and deficit in collection and transportation vehicles, and their portfolio recovery rate from 1 to 6 months is only 23%.
It was also identified that the company does not have provisions for investments defined by the regulation. Registers non-compliance in the payment of environmental compensations for $8.5 billion; definancing of the Sanitation and Discharge Management Plan; technological obsolescence and non-compliance with condemnatory rulings.
For her part, the special agent, Judhy Velásquez, presented the EAAAY management report, in which she explained the results and achievements of the work carried out since October 2023 when she was appointed. “We wish to consolidate a company with quality, efficiency and sustainability in the medium and long term, with environmental and social commitment alongside its workers and users, and with the support of territorial and national entities.”
