The risk of a “migratory bomb” from Tunisia due to the serious situation of instability that has arisen in that country is by no means a remote hypothesis. This is highlighted by Franco Frattini, today the “number two” of the Council of State after a long internal and international political career as Foreign Minister and Vice-President of the EU Commission. Frattini had the opportunity to meet the Tunisian president, Kais Saied in mid-June when he came to Rome for a state visit by President Sergio Mattarella and Prime Minister Mario Draghi but he also wanted to meet the leaders of the supreme judiciary (Council of State and Constitutional Court). “Saied – observes Frattini – is a professor of Constitutional law and won the elections precisely on the theme of the fight against corruption with a very tough campaign on rampant illegality that would have involved numerous members of Parliament”. That Ennahdha would have created problems for the stability of the country, Frattini always observes, was there for all to see. “Except for the first government that came out of the Arab springs – Frattini always says – all the others were led by secularism but to say Hennahdha means Muslim Brotherhood and holding elections today would be very dangerous, Saied is the only guardian of the Constitution since there is no Court Constitutional and not even a jury that can put him in a state of indictment; he has the army on his side but let’s just hope he doesn’t use it ».

Italy-France pact to help Tunisia. The role of the State Council

The only possibility according to the former foreign minister is that Saied offers a pact of reconciliation for a clean parliament as a precondition for all those who have had problems with justice to submit to the risk of not being candidates. The situation of widespread illegality in the country led Saied to agree two years ago on a bilateral collaboration project with Italy which today sees the presence in Tunis of two magistrates of the Council of State who are writing together with Tunisian colleagues the new rules of the judgment against the public authorities. At this moment, according to Frattini, the European Union has every interest in the stability of Tunisia and the only thing it should do is a Tunisian support and reconciliation plan. But what would be most desirable for Frattini is “a pact between Italy and France to help Tunisia”.

Frattini: migratory flows from Libya increased again in 2011

As for the repercussions on Italian security for the possible feared increase in migratory flows, the Interior Ministry with Minister Luciana Lamorgese is in contact with the Tunisian authorities to prevent the situation from getting out of hand. «There are risks – says Frattini – it is useless to deny it and a migratory bomb can always explode; after all, even in 2011, with the revolution that led to the fall of Gaddafi, the landings from Libya increased not decreased; even in a situation of chaos of the security forces it is foreseeable that the Tunisian Coast Guard will certainly not have as its primary objective the fight against human trafficking ”.

Lamorgese: Italy committed to impacting migration dynamics

Risk that the head of the Interior Ministry does not underestimate at all. “The latest events and the serious political crisis in Tunisia – explains Lamorgese – demonstrate the extreme fragility of North African institutional structures and the objective difficulty of implementing effective containment measures that can only be pursued with the consent and collaboration of Governments of those countries ». But Italy, assures the minister, “is strongly committed both in Europe and bilaterally to solicit political initiatives capable of affecting migration dynamics.” In the meantime, after a truce due to bad weather, landings on Lampedusa have resumed: seven small boats with a total of 282 migrants arrived on the island. And there are 754 migrants at the moment in the hotspot, which could only accommodate 250 people. For today, according to the provisions of the Prefecture of Agrigento which works with the coordination of the ministry, the boarding of 130 migrants on the Adriatic quarantine ship is expected.
