This is how the owners of the land belonging to the Consorzio Nuova Visome feel, twenty-one people who have been waiting for twenty years to be able to build a house in the areas they own. But, having reached the end of a path that was very long and complex, everything ran aground again. Ater has withdrawn from the project, and without the primary urbanization works of the company, private individuals, who in recent years have spent tens of thousands of euros for the projects, cannot proceed.

The new stalemate does not have a conclusion. We await the convocation of a meeting in the Municipality, to seat all the subjects involved (Municipality itself, Ater and Consorzio Nuova Visome) at the same table and try to find a solution.

THE STALL

The owners of the land are embittered, left at the last moment with the proverbial match in hand. In fact, in November last year, the process for the Visome urban plan, linked to the former Peep area, was released after being stranded for two decades in a series of technical and bureaucratic problems. The municipal council then approved an amendment to the three-party agreement (Municipality, Ater and Consortium) and only the signature from the notary was missing to start the work. But Ater withdrew from the project, because in the meantime the Region had put an either-or: off to the works or revocation of the loan, of one million euros, essential for building one of the two planned public residential buildings.

Ater had also asked to renegotiate the economic agreements on the sale of land (the agreement provided that private individuals would give part of the land to the Municipality, which in turn would have sold them to Ater) and to revalue the sureties. The company had asked the Municipality for an urgent meeting. Meeting that has not yet taken place.

AND PRIVATE

“We will evaluate all the roads available to us”, comments the president of the Nuova Visome Consortium, Nicola Cendron. “We were ready to go.” Cendron reconstructs the last two years of the story. «In October 2019 the Municipality approved the urban plan in addition, on the basis of the agreement of a few years earlier. It was us private individuals who paid for all the projects, otherwise it would not have gone ahead. 150 thousand euros “.

The council resolution marks a decisive step forward at that moment. Private individuals, in fact, can transfer a portion of their land to the Municipality, which in turn will transfer it to Ater. But it takes time, because some owners have to sell all the land, given its location, others a small part. The properties, in fact, must be merged and then divided again, carrying out a land reorganization. A long and complex procedure, which ends at the end of 2020. With a pandemic in the middle that stops the country for months. The owners are ready to go to the notary when Ater’s note arrives and slips off the Piano.

THE POSITION OF ATER

“We have held 2.2 million, public money, for six years, asking for extensions every six months, when there are 400 families waiting for a house in the province,” explains the president of Ater, Ilenia Rento. “One million from the Region and 1.2 from our budget. At a certain point the Region told us that either the works were starting or we would withdraw the funding. We asked to divert it to other projects: the demolition of the former schools of the Mas di Sedico for the construction of five lodgings and the arrangement of the former Incis lodgings, those that were intended for the military ».

Removing from the Pua, Ater will not carry out the primary urbanization works, which are crucial to allow private individuals to carry out theirs (the Ater area is the first one encountered from the road).

THE COMMON

«The stalemate derives from this», explains the city planning councilor, Franco Frison, who calls for «an effort by all parties to find a solution. Also of the Region: in the municipality of Belluno there is only that area for public housing ». Frison does not rule out the possibility of finding other partners, public and private, and ensures the commitment to convene a meeting quickly.

The Nuova Visome Consortium awaits. He has been doing this for twenty years, and his patience is running out: “The Municipality should become aware of this situation and find a solution,” concludes Cendron. “Everything is ready, we can’t stop now.”
