Guilherme Derrite was dismissed from his position as Secretary of Public Security for the state of São Paulo so that he can resume his position as federal deputy for PL-SP and report on the project against the temporary release of prisoners that is being processed in the Chamber of Deputies.

The dismissal was published in the Official Gazette of the State of São Paulo this Tuesday (12) and is temporary. The department’s executive secretary, Osvaldo Nico Gonçalves, takes over the Security portfolio during the period.

“Guilherme Derrite took leave from the position of Secretary of Public Security of the State of São Paulo to report to the Chamber of Deputies on the bill that aims to extinguish temporary departures from the Brazilian legal system”, stated the SSP (Secretariat of Public Security), via note, this Tuesday morning.

The dismissal was requested by the secretary and signed by governor Tarcísio de Freitas (Republicans).

“I resume my mandate today and, God willing, next week this project will be ready, it will be on the agenda for voting and we will once and for all put an end to the temporary release of prisoners in Brazil, putting an end to one of the several tools of impunity that exist in Brazil”, said Derrite in a post on social media.

The project approved by the Chamber ended any type of temporary exit for prisoners from the semi-open system, such as exits on commemorative dates — the so-called “outings” —, in addition to exits to study and work.

The benefit of temporary release has been granted for almost four decades by the Court to prisoners in the semi-open system who have already served at least one-sixth of their sentence, in the case of a first-time offender, and a quarter of their sentence, in the case of a repeat offender, among other requirements.

The proposal was reported by senator Flávio Bolsonaro (PL-RJ) and embraced by the conservative wing of the House, under the discourse of toughening criminal penalties. The government’s allied senators did not speak, while the Bolsonarian parliamentarians used the platform to praise the measure in the plenary vote on February 20.
