Reuters reported on October 13 that two people familiar with the matter said that the CCP is considering improving the status of the Anti-Monopoly Bureau under the State Administration for Market Supervision (hereinafter referred to as the Municipal Supervision Bureau). Vice-ministerial level, but still subordinate to the Municipal Supervision Bureau.
Sources said that raising the administrative level of the Anti-Monopoly Bureau will help anti-monopoly investigators obtain resources when reviewing mergers and acquisitions. The upgraded Anti-Monopoly Bureau will be led by Gan Lin, deputy director of the State Administration for Market Regulation.

On October 15, Li Hengqing, a Chinese-American economist, told the Epoch Times reporter on the issue of upgrading the Anti-Monopoly Bureau of the General Administration of Supervision of the Communist Party of China. Monopoly of these industries is the real monopoly.”
Li Hengqing said that monopoly relies on power, resources and high technology. Those unique things cannot be done by others and require special resources, such as high technology.
Will the CCP’s Anti-Monopoly Bureau target the CCP’s dignitaries and large state-owned enterprises? Li Hengqing said that the real target of the CCP is definitely not them. The goal of the Anti-Monopoly Bureau of the Communist Party of China “is to digest those large and medium-sized private enterprises one by one.”
“By raising the administrative level of the Anti-Monopoly Bureau, combining it with various departments, including the public security system, the market management system, etc., cannibalize large-scale private enterprises, use the so-called anti-monopoly to strangle them, and strangle them to a certain extent, the other party will naturally Surrendered.” He said that now the CCP has already scared large-scale private entrepreneurs through the third distribution. Li Hengqing pointed out that the CCP will enter a planned economy in the next step. The CCP believes that as long as these private entrepreneurs have resources in their hands, they will oppose it. “So eliminate all the resources in your hands (private enterprises) and turn them into public ownership. Public ownership will actually become the rule of the supreme leader. This is an established direction of the CCP.”
In April this year, after Ali was fined 18.228 billion yuan, it has been rumored that Beijing intends to expand the scale of the anti-monopoly bureau and hire more staff to investigate more anti-monopoly cases.
Bloomberg recently quoted a source as saying that the Municipal Supervision Bureau is planning to increase the number of employees at its Beijing headquarters from the current 40 to 100, and to 150 within 5 years. At the same time, it will set up a department to strengthen the supervision of transactions and investigations.
According to reports, the recruitment plan is planned to be implemented by the end of October, but the Municipal Supervision Bureau did not respond to Bloomberg’s report.
