CASALMAGGIORE – All 27 mayors of the Casalasca and Viadanese area united to ask for the Oglio Po district to be established. They did so by signing a detailed document already sent to the attention of the regional councilor for welfare Letizia Moratti and the general manager for Welfare Giovanni Pavesi, which last July 15 had met some of the first citizens in Rivarolo del Re to listen to their requests in view of the reform of the health law.
THE DOCUMENT. At the beginning of the document a photograph of the existing situation is made and it is emphasized that over the years the Oglio Po hospital in Casalmaggiore «has lost primary care, complex units, beds. Today there is a shortage of doctors and nurses and long waiting lists that induce the patient to move towards alternative structures “.
The closure of the birth point “Has profoundly marked the structure”. The existing problems in Bozzolo and in the Viadana socio-sanitary district are highlighted, which “has progressively suffered a dramatic and constant reduction in the workforce and some of the services offered, for years now, are in a situation of serious suffering. Other than that we have seen a serious decrease in psychiatry services, including territorial ones».
Lombardy Region has allocated 16.5 million euros, for the Oglio Po hospital, “but it would serve in addition to a general restyling, promised with an allocation of about 8 million euros, especially a relaunch in terms of primary assets that attract users and shorter waiting lists “.
The mayors believe that “an organizational structure is fundamental that brings together resources pertaining to the Asst of Mantua and Cremona with a view to integration with a precise management responsibility, through the figure of the director of the Oglio Po territorial area”.
THE PROPOSALS. It starts from the “Oglio Po District and collaboration between Asst Mantova and Cremona”. The primary request is “the establishment of the Casalasco-Viadanese Interprovincial District, of medical value that has at its center the first level Dea acute hospital Oglio Po. To guarantee this new structure, the Ats and the competent Asst will have to accept the requests coming from the district assembly, with the possible opening to collaborations with the territory of Asola, whose hospital is already aggregated to those of Bozzolo and Viadana. We therefore believe that the Oglio Po hospital must: a) Have the necessary investments on the structure with an external and internal restyling project, to be combined with the 16.5 million disbursed by the Region for safety measures. b) Have managerial autonomy. c) Retrieve them as quickly and safely as possible waiting lists for outpatient specialist services, screening and ordinary hospitalization».
OTHER PROPOSAL. The reorganization and strengthening of the territorial socio-health system, territorial medicine, intermediate care, with continuity between hospital and territory. The definition of the new Oglio Po District, based in Viadana, “would facilitate the location of all the territorial structures that are already present in the area: in fact the two main centers, Casalmaggiore and Viadana can be the headquarters of the Territorial Operations Center within of their current Presst, that is the hospital of Viadana and the Palazzo della Congregation in piazza Garibaldi in Casalmaggiore, both must also become community houses, together with the hospital of Bozzolo, with the qualification of hub, while in the area there are medical centers that can hire the role of spoke community houses, capillaries throughout the territory for municipal aggregations every 3 thousand / 5 thousand inhabitants.
At the same time, the hospitals of Bozzolo and Viadana are ideal for being community hospitals (ex Pot). (…). “The introduction of community nursesto (…). As a territory and as mayors we launch un cry of alarm: there is no longer the guarantee of the presence of the general practitioner in the small municipalities that characterize the backbone of our territory and a large part of Lombardy. The consequence of all this is a strong discomfort for the elderly ». The document also addresses the issue of hospital network, staff shortages and the public-private relationship.
