The resolution that gives the go-ahead to the Government for the implementation of a reform of the entrance tests to the limited number faculties, especially for degree courses in Medicine and, in general, in the health area, has been approved in the Culture Committee.

Unanimously approved in resolution on admission to restricted access degree courses, which it also lays the foundations for the modification of the entrance exam to the Faculty of Medicine. “Today’s vote unanimously certifies the joint will of the Government and Parliament to work to give young people more and more opportunities and respond to their requests. The minister of University and Research said it, Maria Cristina Messaspeaking with ANSA upon leaving Commission VII of the Chamber, which gave the green light to the resolution presented by the group leader of the 5 Star Movement in the Culture Committee, Manuel Tuziwhich concerns precisely the selection procedures for limited number faculties.

The minister, who had initiated a specific technical table to investigate the issue, had anticipated the details of the reform two days ago: the classic quiz will be replaced in 2023 by a path. It will work like this: every candidate, starting from the fourth year of high school, will be able to support the so-called test Tolc, at least twice a year, for admission purposes. When the ministry sets a date, the students will be able to insert the best result of the two-year period in the platform, and thus the national ranking will be formed.

In reality, there will already be important news for the next academic year, 2022-2023. The resolution indicates some initiatives that the government undertakes to implement in the short and medium term. The test for the limited number faculties will undergo some changes as early as next year. In the case of the Faculty of Medicine, for example, the part linked to questions of general knowledge is expected to be heavily reduced.

In the document approved today it is specified that for the university faculties of the technical area, the test will be divided into two: “a first part, not exceeding 15 percent of the test, consisting of a quiz of logical reasoning, numerical reasoning, humanities”e “a second part consisting of quizzes exclusively referring to disciplinary subjects”.

In view of September, the executive will have to make available to aspiring freshmen online exercises similar to the test that will then be administered. Free preliminary preparation courses will also be offered, online and in person, which will be active from the month of August, for the academic year 2022/23. These same courses, starting from 2023 and then in subsequent years, must be available online and in person already two years before the entrance exam to the limited number faculties, i.e. from the fourth year of high school.

Another novelty is the 10 percent increase in the number of admitted students to all limited number facultiesa first response to the shortage of doctors in Italy.

With this new system, first of all the places available will be increased by 10% for each faculty with a limited number and general knowledge questions will be reduced from over 30% to 15% “.

“But above all, students will be supported in their preparation from the fourth year of high school, with orientation courses and teaching materials made available free of charge. Starting next year, the single test will be abolished and replaced by the Tolc tests, ie self-assessment tests and orientation that are already used in faculties such as Engineering, Economics or Architecture for admission. Two can be done a year, already in the fourth and fifth year of high school. In this way students will have more chances at their disposal to enter the ranking final, and opportunities to self-evaluate and improve from time to time in view of the goal. Another very important aspect concerns post-graduate medical and general medicine specialization grants “.

What the text of the resolution says

The text commits the government to:

1) to adopt initiatives of competence to start the revision of the access procedures to the faculties of the technical area, as well as the extension of the procedure, for medicine and surgery and for dentistry, also to other health professions;
2) to promote, in the short and medium term, the following initiatives:
in the short term (for the purposes of accessing the courses of the academic year 2022-23) to adopt the
initiatives of competence for:
a) the improvement of the test as explained in the introduction, even if kept in shape
paper (and not yet computerized), and according to the operating methods previously adopted;
b) make available, quickly, online exercises, on similar tests, by composition
thematic, to the test that will be delivered;
c) activate disciplinary Massive open online courses (Mooc), available on national platforms,
on courses both specific to the degree course and transversal, making them available online in time
close together and in any case such as to make these courses useful for the purposes of preparing candidates for tests
disbursed with the new methods referred to in letter a);
d) define materials and information to be made available to teachers and schools
upper secondary schools to help the orientation activities of students in the choice of studies
university students;
e) prepare self-administered psycho-aptitude tests for the self-assessment to which students
can access online independently, the results of which in any case do not affect the scores at
end of student selection;
f) make available free preliminary preparation courses online and in person
can be attended in August, for the academic year 2022/23 and to make these courses, both online,
and in presence, for the following academic years available up to two years prior to the test in
all universities hosting degree courses with limited access, starting with courses in
medicine and surgery, on common and nationally agreed methodologies and structures, ensuring
the financial contribution from the Ministry of University and Research for their realization;
in the medium term (for the purpose of accessing the courses of the academic year 2023/24, for one
experimentation, and then, when fully operational, to the courses of the academic years 2024/25 and following), to adopt the
initiatives of competence for:
a) to ensure that online orientation and entry tests of the typology are provided
Tolc, with a specific declination, having the following characteristics: repeatability in the period
prior to the competition, the predetermination and advertising of the days in which the tests will be
carried out, the use of dedicated computer stations and respect for the organizational autonomy of
universities and according to the other methods indicated in the introduction;
3) to take initiatives to ensure a reasonable increase, equal to or greater than 10 percent
the current value, the number of admissions to the degree courses referred to in the introduction;
4) to adopt suitable initiatives to program a one-to-one relationship between accesses to the
faculty of medicine and further post-graduate training courses.
