[NTD News September 18, 2021, Beijing time]The Beijing Municipal Development and Reform Commission recently stated that relevant departments will, based on changes in the permanent population of Beijing, take overall consideration of the needs of urban development, and choose the opportunity to appropriately expand the scale of annual settlements. This news aroused public attention.

Beijing will moderately expand the scale of settlement

Beijing has always been “famous” for its strict household settlement system. On the afternoon of September 11, some netizens left a message to Cai Qi, secretary of the Beijing Municipal Party Committee, on the message board of the leaders of the Chinese Communist Party’s official media People’s Daily, suggesting to “expand the scale of points settlement”.

The netizen said that he has worked in Beijing for more than ten years. With the establishment of the family, the children are facing school, and we can’t leave the job to support the family. “The municipal government needs to really consider the household registration for us.”

The Beijing Municipal Development and Reform Commission’s response to this is: Up to now, more than 18,000 applicants have obtained the qualifications for settlement, and more than 28,000 have actually settled down together with their children. It is promised that in accordance with the changes in Beijing’s permanent population, overall consideration will be given to the needs of urban development, and appropriate opportunities will be chosen to expand the annual settlement scale.

According to a report by “Brokers China”, starting from 2018, Beijing has set an annual settlement scale of 6,000 people, and implements the same division and allocation. According to data from the Beijing Municipal Human Resources and Social Security Bureau, in 2021, 130,111 people in Beijing will submit their applications for settlement with points online, and 6,045 people will be eligible for settlement, and nearly 70% will come from surrounding Beijing and the northeastern provinces.

There are three characteristics for those who have obtained the qualifications to settle down: First, they have a stable employment and life in Beijing for a long time, and the proportion of work and residence in the suburbs has increased.

Second, the age structure is still dominated by young and middle-aged people, with a college degree or above still accounting for the main proportion.

The third is that the industry is widely distributed and involves many enterprises. The personnel of private enterprises and high-tech enterprises are relatively concentrated.

In addition, the Beijing Municipal Government recently issued the “Plan for Optimizing the Business Environment during the “14th Five-Year Plan” in Beijing”, which clearly stated that it will appropriately expand the scale of talent and points settlement, and increase the proportion of graduates in urgently needed majors.

According to the “Decomposition Table of Urgently Needed Talent Training and Job Training Project Tasks in 2021” issued by the Beijing Human Resources and Social Security Bureau, there are more jobs in the fields of health, finance and accounting, equipment manufacturing, accounting, and social work.

In addition, the Beijing Municipal Government Work Report for 2021 stated that this year’s focus will be on world-class talents. Focusing on the innovation chain and industrial chain, more efforts will be made to attract international high-level talents to settle down.

Based on the above situation, the Beijing Development and Reform Commission’s so-called expansion of the annual settlement scale will obviously favor high-end talents.

Since the end of 2017, Beijing has continued to clean up the “low-end population”, targeting a large number of low-educated, low-income, and low-end industries to carry out large-scale “mopping up” and forcibly expelling them.

According to previous media reports, many “workers” under the supervision of the public security and police must move out of their residences in just one day or even a few hours. Many people are carrying large bags while contacting relatives in their hometowns, and some are forced to sleep on the streets in the cold winter.

The term “low-end population” first appeared in official documents. After Beijing’s cleanup of “low-end population” was exposed by the media, it triggered public criticism, and the official name was subsequently changed to “evacuate low-end industries.”

The “urban project” to “clean up the low-end population” is still ongoing. Every winter, many people in Beijing begin to panic, because winter seems to have become the official season for “regular driving out of the urban population”. There will be messages on the Internet showing that certain communities have been “stopped heating” and certain areas have begun “low-end industrial rectification”.

Hu Jia, a well-known human rights activist in Beijing, once told NTDTV: “The oil cakes are sold, the early ones, the roadside stalls. Including the cleaners, including the people who do some small businesses here, he will definitely clean you up. He (reported) inside. Don’t you say, he wants to retain the high-end population, or replace it with the high-end population. The high-end population is in line with Beijing’s positioning.”
