The plenary session of the National Assembly met on Thursday, February 22, 2024, to, in a second attempt, try to approve the package of reforms to the Comprehensive Organic Penal Code (COIP); However, several incidents caused the session to be suspended – with no date to be resumed.

Performance

Johanna Ortiz Villavicencio, assembly member for the province of Loja and member of the Citizen Revolution Bank (RC), mentioned to this newspaper that as a bloc they presented a package of reforms to the COIP, among them, increasing penalties, eliminating prison benefits for criminals who have committed serious crimes, classify new crimes such as feminicide so that the State has responsibility when there are acts of violence, among others.

“Unfortunately, certain groups have acted politically and not legally, so the motion presented by legislator Fernando Cedeño only received 50 votes to reform the COIP and when other motions were presented that distorted the content of the project, the session was suspended” , said.

In his opinion, possibly, the new majority wants time to find the votes and not approve the reform project or even shelve it.

“What the National Government wants is to advance what will be consulted on April 21 and thereby have the reforms to the COIP approved,” he said.

Job

In another area, the Loja legislator pointed out that she has approved thirteen laws in the legislative period that begins in 2021, taking into account the before and after of the “crossed death.”

“We have approved regulations with proposals from the RC bench that are important for citizens, guaranteeing rights in the workplace for both men and women, for example, the laws sent by the current president, Daniel Noboa, such as: Law of Economic Efficiency and Energy Efficiency Law,” he said.

In the case of the Law to Confront the Internal Armed Conflict, which establishes the increase in VAT, no step was taken; However, in the plenary session there was no quorum to reconsider the vote, which implied a tacit acquiescence to the partial objection proposal sent by the president, which established the increase in VAT to 13%, permanently; and partial at 15%.

Similarly, the Organic Law of Domain Extinction was also approved, “this will help the State to obtain resources from assets that were acquired illicitly and those monies to be invested in rural areas of border cantons such as Macará or Zapotillo de the province of Loja,” he stated. (YO)
