It will be enough to have at least a dose of vaccine. Alternatively, you will need a negative swab within the previous 48 hours or be cured of COVID within the previous six months. It is the draft of the anti Covid decree approved by the Council of Ministers
A decision on whether to use the Green pass for buses and subways it will be taken at a later time. It could come along with the one on school for which, as confirmed, the evaluation will be made later, in the light of the data on infections and vaccinations.

The new decree also reviews the parameters for passing into the yellow band (the threshold has been set at 10% for intensive care and 15% for hospitalizations) and establishes the extension of the state of emergency until 31 December 2021.
The line of regions
The line of the regional presidents who had put pen to paper their request did not pass: use the pass only “to safely allow the resumption of activities hitherto not permitted or limited”: sporting events, concerts, discos, fairs and congresses. So no restaurants, cinemas, theaters, gyms, swimming pools. “We have made a proposal and we discuss this with the Government. The divisions in the government
The position of the regions was sponsored by Matteo Salvini who spoke of an “absolutely balanced proposal, because if we applied the green pass from tomorrow morning as some ultras want it would mean preventing work, the right to health, the right to study, travel and to the life of at least half of the Italian population “.
