The Financial Police Group of L’Aquila has discovered and foiled a scam against the State regarding the funds provided under the Cura Italia Decree and subsequent ones, to deal with the economic emergency resulting from the Covid-19 pandemic. During the Fiamme Gialle operation, 115 thousand euros were seized, obtained unfairly, through false certificates, from registered collaborators of an amateur sports association (ASD) in the province of L’Aquila.


The irregularity is linked to the fact of never having received, not even in the form of “expense reimbursement”, any sporting compensation before the pandemic emergency, a sine qua non for being able to present the application for admission to the economic benefit in question . According to the accusations, the sports collaborators obtained the public prebend with the complacency of the president and the administrative secretary of the ASD, attaching “pre-dated and artificial” expense reimbursement agreements in the application. The investigative activity allowed 32 people to be reported to the Public Prosecutor’s Office of the Court of L’Aquila.


The seizure of the sum was ordered by the Judge for preliminary investigations of the Court of L’Aquila.


“The fraud to the detriment of the State – we read in a note – consisted in forming, after the date of issue of the government subsidy measures, collaboration contracts, specifically backdated, which provided for reimbursements in favor of the members which, in reality, had never been previously agreed upon or paid.”


Specifically, as the agents of the Guardia di Finanza explain, the two managers of the association would have designed and prepared the backdated expense reimbursement agreements, contacting each individual player, through the instant messaging platform WhatsApp, having them send a photo of the signatures, which subsequently, they had scanned and reported on the agreements themselves, attached to the applications submitted, unduly causing the members (many of whom were minors at the time of the events) to obtain the sports collaborators’ allowance for the years 2019/20 and 2020/21 for 115 thousand euros.
