The controls
As far as controls are concerned, the procedure should be similar to that adopted for school staff (teachers and administrators). The worker reaches the office or factory. The office manager or department manager, identified earlier, will check if he has the green certificate or not, and will carry out an identity check. As for the tool for carrying out the checks, in the first case you could use the Super App that is already used in schools. In the case of private workplaces, the solution could be the VerificationC19 app. Those who do not have a Green pass cannot enter and, as is already the case for the school, they are considered unjustified absentee. At this point a double scenario would be envisaged, depending on whether the worker is in the public or private sector. In the first case, after five days without the worker having obtained the green certificate, the suspension of the employment relationship is triggered, with the consequence that no remuneration is due. If the worker then acquires the Green pass, he returns to service. It’s a bit like the school model. In the case of the private individual, however, suspension and stopping the salary would start from the day in which the worker shows up without the green certification. So far the hypotheses outlined on the eve of the Government meeting. It will be necessary to verify any changes in the next steps, from the control room to the meeting of the Council of Ministers.
Obligation extended green certificate in several stages
The new decree would trigger yet another extension of green certification. On August 6, a Green pass was required to enter the white and yellow zone in indoor restaurants and swimming pools, museums, theaters, cinemas, gyms, arcades, fairs. As well as to participate in live shows, competitions, festivals. From 1 September, it was activated for school staff and for traveling on long-distance trains, ships and airplanes, even on national routes. Another decree approved by the Government on 9 September provided for it for schools (also for parents entering institutes), universities and RSA (Residenze Sanitari Assistenziale), in the latter case from 10 October. Now yet another extension of the obligation in public and private workplaces. From mid-October it will be necessary to be vaccinated, have a swab or be cured of Covid, to enter public and private offices, but the obligation should also be extended to professional offices, shops, restaurants.
Green pass: 14 million workers already have it
About 18 million public and private workers are affected by the green pass regulations: 13.9 million already have it, while those without are 4.115 million. They are data released by the Government. The employees of the private sector with the green certificate are 11 million (80%), 3.7 million those without. Of public employees who are already obliged to vaccinate, 2.3 million have the green pass, 115 thousand do not. While among the non-obliged public employees, 600 thousand have a permit and 300 thousand do not. The data also concern the inactive population: 10.8 million with the green pass and 2.7 million without. The unemployed: 1.8 million with and 500,000 without. Retirees: 12 million with and one million without. Boys and girls between 12 and 19 years old: 3 million with and 1.5 million without.
