On April 13, it was reported that the authorities would requisition 100 primary and secondary schools as shelters. Some residents gathered at the gate of the school, and many students held signs to protest. Among them, residents of Xiangnan Community in Pudong New Area have been protesting for two days.

The Xiangnan campus of Zhangjiang High-tech Experimental Primary School in Shanghai Pudong New Area was requisitioned as a makeshift hospital without informing local residents and publicity. Positive patients were admitted to the hospital on the evening of April 12, and residents of the community protested at the gate for two consecutive days. On the 13th, a cordon was set up at the entrance of the police academy, and residents were not allowed to approach.

On the afternoon of the 13th, Ms. Sun, a resident of Xiangnan Community, told reporters at the protest site: “The Xiangnan Campus of Zhangjiang High-tech Experimental Primary School is no more than 10 meters away from our Xiangnan Community. We communicated with the mayor and deputy mayor for two days, and he has been In perfunctory, we have been procrastinating, we have about 100 people standing at the door to block Dabai from entering.”

Ms. Sun also mentioned that the three directions of the school are all residential areas, and there are not many positive cases in the community, with only four or five cases. She said: “We all have no choice. We came out to protest. We have been resisting over there.”

Ms. Yang, a Shanghai citizen, told The Epoch Times on the 13th that the government illegally requisitioned schools to build square cabins with beds next to each other, which had no isolation effect, and was far inferior to home isolation. She said: “The school was requisitioned to build the square cabin, just in the community, they did not follow that law at all, it should have a fixed distance, it should not be there, it should be far away from the residential area, they are too abuse of power, see many very angry.”

Ms. Xie, a citizen of Shanghai, reluctantly said that the Chinese people do not have the right to know and to supervise.

Ms. Xie said: “Our primary school in our community was also requisitioned and turned into an isolation point. The government said it was a transfer station, and the people could not supervise it. We were locked in the community, and everything was restricted, what I don’t know anything.”

According to the “Management Specifications for the Setup of Fangcai Hospitals” issued by the National Health Commission of the Communist Party of China in the name of the Joint Prevention and Control Mechanism of the State Council, the location of Fangcang shelter hospitals should be far away from densely populated areas such as residential areas, kindergartens, and schools; and other adjacent buildings should be installed at least 20 meters of green isolation and sanitary distance, or the distance between them is not less than 30 meters. Places such as suburban hotels are preferred.

Some netizens posted questions about the requisition of the primary school in the community, which violated the regulations and did not make an announcement. The police contacted him, saying that now the shelter cannot be turned around, and the requisition of the school is irreversible.

In addition, some netizens posted for help, and a community in Pudong New Area wanted to requisition 11 buildings as isolation points and asked some residents to move out, causing public grievances.

Some netizens mentioned that during this period of time, there were four square cabin hospitals in Shanghai, including exhibition halls, gymnasiums, office buildings, newly opened real estate, middle schools, and primary schools.
