On April 13, it was reported that the authorities would requisition 100 primary and secondary schools as shelters. Some residents gathered at the gate of the school, and many students held signs to protest. Among them, residents of Xiangnan Community in Pudong New Area have been protesting for two days.

According to the “Management Specifications for the Setup of Fangcai Hospitals” issued by the National Health Commission of the Communist Party of China in the name of the Joint Prevention and Control Mechanism of the State Council, the location of Fangcang shelter hospitals should be far away from densely populated areas such as residential areas, kindergartens, and schools; and other adjacent buildings should be installed at least 20 meters of green isolation and sanitary distance, or the distance between them is not less than 30 meters. Places such as suburban hotels are preferred.
