The hours of layoffs with the reason for Covid-19 authorized during the pandemic emergency, i.e. in the period from 1 April 2020 to 30 June 2021, totaled 5,935.4 million. This was announced by INPS, explaining that in the month of June alone 527.6 million hours of Cig were authorized, of which 99.7% (equal to 520.2 million hours, 153.9% more than in May) of ordinary cash, in derogation and solidarity funds with the purpose of “Covid-19 health emergency”.

The annualized balance, i.e. the difference between the flows of hires and terminations in the last twelve months, was affected for a large part of 2020 by the consequences of the health emergency, presenting a negative trend from April to September but starting from March 2021 it returned positive and in April it recorded growth of +398,000. “This result is the result of a positive balance of open-ended contracts (+201,000), fixed-term (+109,000; this balance returns positive after more than two years) in administration (+94,000) and seasonal (+11,000) – he writes INPS – the balances of intermittent work and apprenticeship are modestly negative ».

The hiring activated by private employers in the first four months of 2021 were 1,715,000, with a slight increase compared to the same period of 2020 (+ 2%). This result is due to the combination of the decrease in the months of January and February 2021 (the pandemic period had not yet started in 2020 in the corresponding months) while for the months of March and April 2021 there was an increase of 18% and 210 respectively. % compared to the same months of 2020. This dynamic characterizes all types of contracts. The recovery, in the last two months, for term, seasonal and temporary hires is particularly marked. The number of workers employed with Occasional Service Contracts in April 2021 stood at around 11,000 units (an increase of 157% compared to the same month of 2020); the average monthly gross amount of their effective remuneration is equal to 252 euros. With regard to workers paid with the titles of the Family Booklet (LF), in April 2021 they amounted to about 30,000, a decrease of 76% compared to the same month of 2020, a period in which there was a strong development in the use of the Booklet Family to be traced back to the introduction of the bonus for the purchase of baby-sitting services provided for by Law Decree no. 18/2020 (“ Cura Italia ” decree); the average monthly gross amount of their effective remuneration is equal to 169 euros.
