Huang Ming, head of the investigation team of the State Council of the Communist Party of China and head of the emergency management department, informed the mobilization meeting to arrange the investigation and put forward work requirements. According to the report, Zhengzhou City was hit by a catastrophic flood on July 20, causing heavy casualties and property losses. The State Council decided on August 2 to set up an investigation team to send a preliminary work team to investigate the disaster.

On July 20, Zhengzhou was hit by a heavy rainstorm and the city was surrounded by floods. However, the people reported that the flood was caused by the official flood release without warning. In addition to Metro Line 5, the 4-km-long Jingguang Road Tunnel in Zhengzhou City was also flooded. Hundreds of vehicles were blocked in the tunnel.
